5.4 Stability Against Overturning5.4.1 Where a suspended working plat<strong>for</strong>m is counterbalanced bycounterweights, the counterweights on any outriggers should not be lessthan 3 times the weight necessary to balance the load on the projectingpart <strong>of</strong> the outriggers when the working plat<strong>for</strong>m is fully loaded (regulation7(d) <strong>of</strong> the SWPR).
