4.2.3 Responsibility <strong>of</strong> working personnel on the working plat<strong>for</strong>m4.2.3.1 The person working on the working plat<strong>for</strong>m should have receivedappropriate training in the safety procedure <strong>and</strong> emergency preparednessas specified in the safe system <strong>of</strong> work <strong>and</strong> the general construction <strong>of</strong>the suspended working plat<strong>for</strong>m. He should possess the skill to operatethe suspended working plat<strong>for</strong>m safely <strong>and</strong> have obtained a certificate <strong>of</strong>training issued by the person who provided the training. Apart fromoperating the suspended working plat<strong>for</strong>m, he should :(a)(b)(c)(d)(e)(f)(g)(h)(i)(j)(k)(l)exercise the general duty <strong>of</strong> care <strong>for</strong> his own safety as well as <strong>for</strong>other members working in or nearby the suspended working plat<strong>for</strong>m(section 6B <strong>of</strong> the FIUO);properly take care <strong>of</strong> his h<strong>and</strong> tool <strong>and</strong> equipment;ensure that the working plat<strong>for</strong>m is not so loaded with buildingmaterials that may affect his foothold <strong>and</strong> h<strong>and</strong>hold, <strong>and</strong> endangerthe stability <strong>of</strong> the working plat<strong>for</strong>m;in case <strong>of</strong> emergency, know how to prepare himself <strong>for</strong> rescue <strong>and</strong>recovery;wear safety harness with its lanyard attached properly to theindependent life line or specified anchorage so provided. The lanyardshould never be anchored to any railings or fittings <strong>of</strong> the workingplat<strong>for</strong>m unless they have been specified <strong>and</strong> tested <strong>for</strong> the purpose;make proper use <strong>of</strong> all safety devices, maintain them in functional positions,<strong>and</strong> never interrupt their assembly (regulation 28(1) <strong>of</strong> the SWPR);have read <strong>and</strong> understood the safety procedure, relevant instruction<strong>and</strong> the arrangement <strong>for</strong> emergency preparedness as specified inthe safe system <strong>of</strong> work;in the event <strong>of</strong> any malfunctioning or suspected defect, not attempt toput it right if he is not competent to do it. He should communicate <strong>and</strong>report any defect to the competent person <strong>for</strong> technical assistance;make full use <strong>of</strong> all facilities <strong>and</strong> proper means <strong>of</strong> access provided <strong>for</strong> him;keep the working plat<strong>for</strong>m clean;pay attention to projecting features on the building which couldimpede the movement <strong>of</strong> the working plat<strong>for</strong>m; <strong>and</strong>never attempt to extend any power lead <strong>of</strong> the working plat<strong>for</strong>m <strong>for</strong>convenience.16
