5.12 Protection Against Weather5.12.1 All winches, climbers, or other lifting appliances or similar devices shouldbe adequately protected against the effect <strong>of</strong> weather, dust, or materiallikely to cause damage to them that could result in a malfunction(regulation 13 <strong>of</strong> the SWPR).5.12.2 The machinery <strong>of</strong> the ro<strong>of</strong> trolley should be enclosed by weatherpro<strong>of</strong>covers. They should be so designed <strong>and</strong> constructed to enclose theequipment <strong>and</strong> moving parts as completely as possible. Lockablemaintenance access covers should be so fixed that they are not readilyremovable.5.12.3 The suspended working plat<strong>for</strong>m in its docked position should be designedto withst<strong>and</strong> the wind pressure as given in the <strong>Code</strong> <strong>of</strong> <strong>Practice</strong> on WindEffects Hong Kong 1983. All loose items <strong>of</strong> the suspended workingplat<strong>for</strong>m are securable to fixed structure so that during the typhoonconditions, the items will not be disintegrated or damaged.5.13 <strong>Safe</strong> Means <strong>of</strong> Access5.13.1 Sufficient safe means <strong>of</strong> access <strong>and</strong> egress should be provided to :(a)(b)the working plat<strong>for</strong>m <strong>of</strong> the suspended working plat<strong>for</strong>m; <strong>and</strong>those parts <strong>of</strong> the installation <strong>of</strong> the suspended working plat<strong>for</strong>mrequiring periodic inspection, maintenance or normal usage(regulation 9 <strong>of</strong> the SWPR).5.13.2 When access to the working plat<strong>for</strong>m is from the ro<strong>of</strong> <strong>of</strong> the building, theaccess must be inside the parapet. If an access gate is necessary in theside frame <strong>of</strong> a working plat<strong>for</strong>m, it should not open outwards <strong>and</strong> shouldclose automatically (springloaded, <strong>for</strong> example). It should not be possibleto open the lock accidentally.5.13.3 When working plat<strong>for</strong>ms are adjacent, neither scaffold boards nor any other<strong>for</strong>m <strong>of</strong> decking should be used to provide access from one to the other.5.13.4 In the case <strong>of</strong> a davit arm suspended working plat<strong>for</strong>m, the design <strong>of</strong> thedavit should be such that the working plat<strong>for</strong>m can be raised above theparapet <strong>of</strong> the building to ensure safe access <strong>and</strong> egress <strong>and</strong> to ensurethe safety <strong>of</strong> persons rigging the davit system.35
