Competent personA competent person, in relation to any duty to be performed by such a personunder the SWPR, means a person who is :(a)(b)appointed by the owner to ensure that the duty is carried out; andby reason of substantial training and practical experience, competentto perform the duty (regulation 3(1) of SWPR).CounterweightA weight or series of weights which are attached to the roof rig to counterbalancethe overturning moment and provide the required factor of safety againstoverturning.Factor of safety against overturningThe coefficient by which the maximum overturning moment is multiplied in orderto calculate the restoring moment required to ensure safety against overturning,being the ratio of the sum of the restoring moments to maximum overturningmoment.Lifting applianceIt includes a winch, climber, chain block, hoisting block, pulley block or gin wheelused for raising or lowering, or as a means of suspension of, a suspended workingplatform (regulation 3(1) of SWPR).Lifting gearIt includes a chain sling, wire rope sling or similar gear, a ring, link, hook, shackleswivel or eyebolt (regulation 3(1) of SWPR).MaintainBe maintained in safe working order and in good repair (regulation 3(1) of SWPR).Maximum total suspended loadThe maximum force which may be imposed on the roof rig including the safeworking load on the working platform, the self-weight of the working platform andthe suspension and safety ropes, together with any portion of the means ofsuspension, and the rope tensions, plus any extra force resulting from the operationof the automatic safety device, impact surges, stalling torque or other environmentloads.6
