Competent personA competent person, in relation to any duty to be per<strong>for</strong>med by such a personunder the SWPR, means a person who is :(a)(b)appointed by the owner to ensure that the duty is carried out; <strong>and</strong>by reason <strong>of</strong> substantial training <strong>and</strong> practical experience, competentto per<strong>for</strong>m the duty (regulation 3(1) <strong>of</strong> SWPR).CounterweightA weight or series <strong>of</strong> weights which are attached to the ro<strong>of</strong> rig to counterbalancethe overturning moment <strong>and</strong> provide the required factor <strong>of</strong> safety againstoverturning.Factor <strong>of</strong> safety against overturningThe coefficient by which the maximum overturning moment is multiplied in orderto calculate the restoring moment required to ensure safety against overturning,being the ratio <strong>of</strong> the sum <strong>of</strong> the restoring moments to maximum overturningmoment.Lifting applianceIt includes a winch, climber, chain block, hoisting block, pulley block or gin wheelused <strong>for</strong> raising or lowering, or as a means <strong>of</strong> suspension <strong>of</strong>, a suspended workingplat<strong>for</strong>m (regulation 3(1) <strong>of</strong> SWPR).Lifting gearIt includes a chain sling, wire rope sling or similar gear, a ring, link, hook, shackleswivel or eyebolt (regulation 3(1) <strong>of</strong> SWPR).MaintainBe maintained in safe working order <strong>and</strong> in good repair (regulation 3(1) <strong>of</strong> SWPR).Maximum total suspended loadThe maximum <strong>for</strong>ce which may be imposed on the ro<strong>of</strong> rig including the safeworking load on the working plat<strong>for</strong>m, the self-weight <strong>of</strong> the working plat<strong>for</strong>m <strong>and</strong>the suspension <strong>and</strong> safety ropes, together with any portion <strong>of</strong> the means <strong>of</strong>suspension, <strong>and</strong> the rope tensions, plus any extra <strong>for</strong>ce resulting from the operation<strong>of</strong> the automatic safety device, impact surges, stalling torque or other environmentloads.6
