■ JOINING THE DOTS TIGER TASK FORCE REPORT(iii) regarding <strong>the</strong> State Empowered Committee <strong>of</strong> Rajasthan, I had clearly mentioned that <strong>the</strong> extension<strong>of</strong> <strong>the</strong> term <strong>of</strong> <strong>the</strong> Committee was to do with <strong>the</strong> census <strong>the</strong> Committee was carrying out. TheCommittee had taken a series <strong>of</strong> actions from its inception. Now <strong>the</strong> said paragraph states “….but hasnow extended its term by ano<strong>the</strong>r three months which has delayed <strong>the</strong> urgent action needed” (page 7<strong>of</strong> Chapter 2 – The Sariska Shock). This is factually incorrect and misleading;(iv) <strong>the</strong>re was a boxed section in <strong>the</strong> Chapter 3.5 “The Science Agenda” on how senior researchers andscientists have been hounded and harassed by <strong>of</strong>ficials in <strong>the</strong> Parks. This has now been totallydeleted though it was earlier agreed to be retained.VII. I am also quite shocked how <strong>the</strong> report has glossed over <strong>the</strong> role <strong>of</strong> <strong>the</strong> MoEF including <strong>the</strong> Project <strong>Tiger</strong>Directorate in recent years. In <strong>the</strong> report given by me in <strong>the</strong> first meeting itself on 29 th April, 2005, I hadclearly brought out <strong>the</strong> role <strong>of</strong> <strong>the</strong> Project <strong>Tiger</strong> in <strong>the</strong> debacle that took place in Sariska and <strong>the</strong> extinction<strong>of</strong> tigers in Keladevi Sanctuary. It was <strong>the</strong>n pointed out by me that <strong>the</strong>re was need to inquire into and fix<strong>the</strong> responsibility for <strong>the</strong> debacle. The vital issues raised in <strong>the</strong> above report find no mention in <strong>the</strong> finalreport without any apparent reasons. Since <strong>the</strong>n more than 21 tigers have been found to be missing inRanthambhore <strong>Tiger</strong> Reserve. This is a very serious issue. Again very little <strong>of</strong> this finds place in <strong>the</strong> report(ANNEXURE-D).I had earlier sent to you (i) a draft report (now final) identifying specific problems <strong>of</strong> tiger conservationand giving specific solutions (ANNEXURE-A); (ii) an action plan for co-existence <strong>of</strong> people (ANNEXURE-B); and(iii) objection to Research and Study Chapter (ANNEXURE-C). I have also objected to <strong>the</strong> sub-cadre in wildlifeand have instead proposed <strong>the</strong> alternative <strong>of</strong> creating a panel <strong>of</strong> suitable <strong>of</strong>ficers (Para 1(I to v) <strong>of</strong> Part II <strong>of</strong> myreport (ANNEXURE-A). I have also urged a Central Forest and Wildlife Protection <strong>Force</strong> may be set up (Para 2(vi)<strong>of</strong> Part II) <strong>of</strong> my report (ANNEXURE-A).Copies <strong>of</strong> <strong>the</strong> above are enclosed as ANNEXURE-A to ANNEXURE-C to this Note <strong>of</strong> Dissent. These toge<strong>the</strong>r withANNEXURE-D form part <strong>of</strong> my Dissent Note.Before parting, I am constrained to observe that sadly much <strong>of</strong> <strong>the</strong> report has become focused on how toimprove <strong>the</strong> life <strong>of</strong> people inside protected areas ra<strong>the</strong>r than protecting tigers inside <strong>the</strong>m. This people focusshould have been <strong>the</strong> job <strong>of</strong> ano<strong>the</strong>r task force. The focus on <strong>the</strong> tiger has <strong>the</strong>refore blurred since <strong>the</strong> prioritieshave shifted.
