ARABIC LANGUAGE PERSPECTIVES: POOR AND PRESENTIST• Civil society. The weak current status <strong>of</strong> Arab civil society is ano<strong>the</strong>rfrequently lamented issue <strong>in</strong> <strong>the</strong> literature, <strong>in</strong> recent years even<strong>in</strong>creas<strong>in</strong>gly <strong>in</strong> <strong>the</strong> Arab world itself. 168 Of particular importance here is<strong>the</strong> issue <strong>of</strong> (despite recent progress) cont<strong>in</strong>ued low educationalatta<strong>in</strong>ment <strong>in</strong> most <strong>of</strong> <strong>the</strong> region 169 , which also implies that even if <strong>the</strong>rewere better l<strong>in</strong>ks between governments and civil society <strong>in</strong> <strong>the</strong> Arabworld, <strong>the</strong>re would probably still be little demand from below for moreforward-look<strong>in</strong>g types <strong>of</strong> activities. Insufficient <strong>in</strong>vestment <strong>of</strong> humanand f<strong>in</strong>ancial resources <strong>in</strong>to especially <strong>the</strong> social sciences 170 probablyalso plays an important role here. F<strong>in</strong>ally, th<strong>in</strong>k tanks, which representone <strong>of</strong> <strong>the</strong> important transmission belts between civil society and<strong>of</strong>ficialdom <strong>in</strong> many regions <strong>of</strong> <strong>the</strong> world, and are ideally placed forfutures work, are also few and far between <strong>in</strong> <strong>the</strong> Arab world. 171 Thuswrites Ezzat Ibrahim:‘Among civil society organizations, th<strong>in</strong>k tanks are particularly wellsituatedto develop new ideas perta<strong>in</strong><strong>in</strong>g to political, social, andeconomic reform <strong>in</strong> <strong>the</strong> Arab world. The role <strong>of</strong> th<strong>in</strong>k tanks <strong>in</strong> societyis to seek access to, and ideally improve, <strong>the</strong> policymak<strong>in</strong>g process by<strong>in</strong>ject<strong>in</strong>g new ideas <strong>in</strong>to <strong>the</strong> debate.
