Thus, with the current surge of Western reform initiatives, anopportunity has blossomed that can empower the Arab world’s researchinstitutions, which have long suffered from direct governmentalintervention and a lack of sufficient funds .’ 1726.3 Substantive FindingsThe HCSS-team did code 50 documents on the basis of the same codingscheme as the other language domains. The results of this coding (whichwere not subjected to the same validation procedures as the otherlanguage domains) are available upon request. This section will brieflysummarize the main substantive findings without entering into the samelevel of detail as the other regions.What we have found in the 50 documents on conflict can be categorizedinto the following three areas (please note that the grouping of articles isnot mutually exclusive):• Existing conflicts between Israel and the Arab countries, between Israeland Iran, between Islamic militant movements and Israel, and betweenIslamic militant movements and Arab regimes amount to 24% of thetotal articles.• Water conflicts constitute 18% of the 50 articles. The two primaryconflicts are between Israel and its Arab neighbor countries, andbetween Egypt and the other eight African countries sharing the Nilebasin.• Articles related to advanced technology, space militarization, internetand/or information technology accounted for 40% of the 50 articles.These articles stress the role of technology and information in thedevelopment of weapons and future warfare.172 Ibid. One direct policy implication that derives from this study is that there is a good case to bemade for building security foresight capacity in the Arab World. The Netherlands is increasinglyrecognized as an important player in this field, and given the size of many countries in the Arabworld, there may be a relatively high return on investment to stimulate focused attention on thisarea in a few Arab countries (e.g. Jordan).124 Contours of Conflict in the 21 st Century
CROSS-LANGUAGE DOMAIN PERSPECTIVES7 Cross-Language DomainPerspectives7.1 The State of the FieldAmong the Chinese, English and Russian sources, we have a total sampleof 250 studies. 77 percent (191) of these sources is drawn from researchinstitutions, 21 percent from governments (51), and only two percent (5)from international organizations. The fact that this study primarily reliedon open sources goes some way towards explaining the conspicuousabsence of studies from the business sector.
