From <strong>the</strong> standpo<strong>in</strong>t<strong>of</strong> world politics, such dilemma determ<strong>in</strong>es <strong>the</strong> development trend <strong>of</strong> <strong>in</strong>ternationalsecurity system. In an anarchical system <strong>of</strong> world politics, such dilemma will make<strong>in</strong>ternational conflicts more complicated and <strong>in</strong>tense.
