CROSS-LANGUAGE DOMAIN PERSPECTIVESbetween <strong>the</strong> doma<strong>in</strong>s with respect to <strong>the</strong> set <strong>of</strong> sources that were collected<strong>in</strong> this project. The fact that <strong>the</strong> HCSS team was able to collecta sizeable number <strong>of</strong> different views about this topic <strong>in</strong> all languagedoma<strong>in</strong>s testifies to this fact. At <strong>the</strong> same time, we observe dist<strong>in</strong>ctdifferences across <strong>the</strong> sets <strong>of</strong> documents <strong>in</strong> each different languagedoma<strong>in</strong>:• The Arab set was disappo<strong>in</strong>t<strong>in</strong>g <strong>in</strong> quality. HCSS was unable – despitesignificant efforts that greatly exceeded <strong>the</strong> efforts <strong>in</strong> o<strong>the</strong>r languagedoma<strong>in</strong>s – to identify any studies that corresponded to <strong>the</strong> qualitycriteria we imposed on <strong>the</strong> three o<strong>the</strong>r language doma<strong>in</strong>s. They are<strong>the</strong>refore not <strong>in</strong>cluded <strong>in</strong> this report. We have to conclude that <strong>the</strong>overall research <strong>in</strong>frastructure rema<strong>in</strong>s weakly developed <strong>in</strong> <strong>the</strong> Arabworld and that <strong>the</strong>re appears to be little room for serious forwardlook<strong>in</strong>gsecurity research. What is most strik<strong>in</strong>g about <strong>the</strong> Arabliterature we scanned is <strong>the</strong> extremely presentist tenor <strong>of</strong> <strong>the</strong> debate onconflict. Given <strong>the</strong> importance <strong>of</strong> <strong>the</strong> region, <strong>the</strong> authors cont<strong>in</strong>ue t<strong>of</strong>eel that we have to make a differently designed effort to identify (andtake seriously) <strong>the</strong> views <strong>of</strong> local elites.• The Ch<strong>in</strong>ese studies were a revelation to <strong>the</strong> team. Although <strong>the</strong>re ismuch discussion <strong>in</strong> <strong>the</strong> strategic community about <strong>the</strong> rise <strong>of</strong> Asia (and<strong>of</strong> Ch<strong>in</strong>a <strong>in</strong> particular), our knowledge <strong>of</strong> Ch<strong>in</strong>ese views <strong>of</strong> <strong>the</strong> futurerema<strong>in</strong>s patchy (and quite derivative – whereby <strong>the</strong> same sources thatare cited <strong>in</strong> a few Western studies keep gett<strong>in</strong>g regurgitated <strong>in</strong> <strong>the</strong>Western debate). But <strong>the</strong> significantly expanded set <strong>of</strong> documents wecollected show that <strong>the</strong>re is a grow<strong>in</strong>g strategic community that isactively discuss<strong>in</strong>g <strong>the</strong>se matters. It also demonstrates that – despiteconcerns about (self-) censorship – <strong>the</strong>re is a remarkable amount <strong>of</strong>diversity with<strong>in</strong> <strong>the</strong> debate, with some quite dist<strong>in</strong>ct views on variousaspects <strong>of</strong> <strong>the</strong> future <strong>of</strong> conflictHCSS Report 127
