Policy SSA 9 - Former OCC Site Llanilid, LlanharanIn accordance with Policy CS 3 land is allocated at the Former OCC SiteLlanilid, Llanharan for the construction of 1700 dwellings, 2000m2retail floorspace, a medical centre, library / community facility, a newprimary school and associated public open space. <strong>Development</strong> onthe strategic site will be subject to a large-scale reclamation scheme.Access to the site will be provided by the construction of the A473Llanharan Bypass as defined Policy SSA 18.The Strategic Site includes the whole of the former open cast coal site inLlanilid. There are essentially two parts the Strategic Site:a) The northern part, located around the existing A473, andb) The southern part of the site which benefits from planningpermission for:• A film studios complex including production and post productionfacilities, administration, core services, celebrity residences,parking, a film back lot, a golf course with clubhouse and filmacademy;• Leisure complex including leisure attractions, themed retail outlets,restaurants / fast food counters, a multiplex cinema and parking;• Associated developments comprising hotel and conference centrewith health spa, offices, business parks, warehousing and lightindustrial, hospital, budget hotel and petrol station;• A motorway junction, new roundabout on the A473 andpedestrian and cycle routes throughout the site.The permission for the southern part is regarded as a planningcommitment, so that it is not necessary to include the proposeddevelopment in the allocations in Policy SSA 9.6.144. The Council’s vision for the Strategic Site is the enhancement of Llanharan(with Brynna and Bryncae) as a key settlement in <strong>Rhondda</strong> <strong>Cynon</strong> <strong>Taf</strong>,through residential, employment, leisure and community development,and restoration and enhancement of the landscape and habitats6.145. The site is subject to a number of constraints most notably:• Ground conditions;• Sites of Importance for Nature Conservation;• Flood risk.6.146. The Council has assessed the development potential of the Former OCCSite Llanilid in detail and would wish to see a proposal for the northernpart that addresses the following elements:a) Residential development of 1700 dwellings in three areas:• Higher density south of New Road adjoining the proposed NewLlanharan Centre; and• Medium density south of New Road adjoining the proposedbypass;• Lower density north of New Road, with medium densityadjoining the New Llanharan Centreb) New Llanharan Centre – north and south of New Road, comprising:• New primary school• Medical centre• LibraryPreserving Our Heritage, Building Our Future103
