6.52. When calculating the required level of provision and / or contribution tothe reuse / rehabilitation of older housing stock, the Council will considerthe gross development area, including where appropriate land shownoutside the development site, rather than solely relying on the number ofunits proposed in a planning application. This will ensure that where sitesare developed on a piecemeal basis, the appropriate level of contributionis secured based on the size of the overall developable area.6.53. Further advice is contained in Supplementary <strong>Plan</strong>ning Guidance onAffordable Housing.6.54. In addition to allocated sites, the construction of dwellings on unallocatedsites is a key element of the strategy for the provision of new housing inthe Northern Strategy Area.Policy NSA 12 - Housing <strong>Development</strong> Within andAdjacent To Settlement Boundaries<strong>Development</strong> In the Northern Strategy Area will be permitted withinthe defined settlement boundaries where it can be demonstratedthat:1. The proposed development does not adversely effect theprovision of open space;2. The proposed development does not adversely affect thehighway network and is accessible to local services by a rangeof modes of transport, on foot or by cycle;3. The proposed development does not adversely affect theprovision of car parking in the surrounding area and4. Where sites are contaminated or subject to land instability,adequate remediation can be achieved;In addition proposals for residential development outside, butadjoining the defined settlement boundary will be permitted whereit can be demonstrated that:5. The proposal does not result in the construction of more than10 dwellings;6. The site is bounded on at least one side by the definedsettlement boundary and the scale, form and design of theproposed development does not adversely effect the amenityor character of the site, surrounding or wider area;7. The proposed development is not within a green wedge or asite designated for international, national or local importance.<strong>Development</strong> proposals in the identified area of Aberdare will onlybe permitted within the defined settlement boundary. <strong>Development</strong>Preserving Our Heritage, Building Our Future79

In order to ensure the continued provision of new housing in the NorthernStrategy Area, the LDP will seek to maximise the opportunities for smallscaledevelopment on unallocated sites.6.56. The aim of the policy is to provide a framework for the development ofunallocated land within the principal towns, key settlements and smallersettlements of Rhigos, Penywaun, Cwmbach, Aberaman, Penrhwceiber,Abercynon, Ynysybwl, Treherbert, Pentre, Maerdy, Ystrad, Tylorstown,Ynyshir and Cymmer for residential purposes. Past completion rates havedemonstrated that the development of unallocated or ‘windfall’ siteswithin existing settlements can make an important contribution towardsthe housing land bank.6.57. In the Northern Strategy Area, the development of small sites has made animportant contribution to the housing land bank. For this reason thepolicy will, where appropriate, allow for the construction of 10 dwellingson sites of outside but adjoining the defined settlement boundaries.Proposals for new development, outside and adjoining settlementboundaries, must be accompanied by a comprehensive design statement.6.58. Unlike many of the other settlements in the Northern Strategy Area, thePrincipal Town of Aberdare has seen considerable growth over the lastdecade. The allocations contained in Policy will ensure that the settlementcontinues to grow at an appropriate and sustainable rate. Whilst furthergrowth within the defined settlement boundary is encouraged,development outside the boundary will undermine the historic characterof the area, result in the urbanisation of the countryside and potentiallysee additional growth in Aberdare without the necessary infrastructureand services to support a sustainable form of development.6.59.
