Policy SSA 4 -<strong>Development</strong> in the Key Settlement of TonyrefailProposals for residential and commercial development within the KeySettlement of Tonyrefail will be permitted where the development:1. Supports and reinforces the role of the centre as a Key Settlement;2. Is of a high standard of design and integrates positively withexisting development;6.121. Tonyrefail is situated in the Ely Valley close to the Principal Town ofLlantrisant / Talbot Green. The town over recent years has experiencedsignificant new residential development. The trend is likely to continuewith additional land allocated for residential development in the LDP. Thesettlement also has a small retail centre, business / industrial units andcommunity facilities.6.122. Whilst the settlement has experienced significant residential growth, thishas not been matched by the provision of new community or commercialfacilities.6.123. The Tonyrefail Town Centre Regeneration Strategy identifies a number ofopportunities for redevelopment within the town centre. These include• Improvements to the public realm;• Provision of new employment, retail and community facilities;• Improvements of accessibility and provision of car parking in thetown centre.* Refer to Correction Addendum 11th February 20096.124. Opportunities exist within the settlement of Tonyrefail for new residentialand commercial development that can support the process ofregeneration. The Council will support proposals that promote the reuseof vacant and under used floor space and buildings, new retaildevelopment that is of a scale that meets the needs of the communitywithout compromising the future viability of the town centre and smallscaleemployment developments that are in sustainable locations.6.125. Residential and employment development within the defined towncentres will be permitted where the role of the town centre is supported.3. Promotes the beneficial reuse of vacant and underused floorspace;Proposals, which would result in the loss of key services and facilities, retail4. Supports the provision of local services; andand commercial units or other uses important to the role of the town5. Promotes accessibility to services by a range of sustainablecentre, will not be supported by this policy.modes of transport. *Policy SSA 5 -New Educational Facilities in TonyrefailLand will be made available within the proposed residentialdevelopment at Trane Farm, Tonyrefail and land south of TheRidings, Tonteg and east of Station Road, Church Village as defined byPolicy SSA 10 for the provision of new educational facilities.6.126. For the purpose of this policy educational facilities include the provisionof new and / or improved primary and secondary schools and new orimproved library facilities.6.127. The LDP allocates land for the construction of 1,415 new dwellings inTonyrefail during the period 2006 –2021. The development at Trane Farmproposes the construction of 700 new dwellings; this site in particular willplace additional demands on the existing educational provision in the96Preserving Our Heritage, Building Our Future
