Policy SSA 7 - Former Cwm Colliery and CokingWorks, Tyn-y-nant, PontypriddIn accordance with Policy CS 3 land is allocated at the Former CwmColliery and Coking Works, Tyn-y-nant for the construction of 800dwellings, 1.9 hectares of employment land, a new primary schooland associated informal amenity space in a landscape setting.<strong>Development</strong> on the strategic site will be subject to a large-scalereclamation scheme.6.133. The former Cwm Colliery and Coking Works site adjoins the settlement ofTyn-y-nant and Beddau, in the Southern Strategy Area. The restoredcolliery site, together with the former Coking Works complex and adjacentCouncil owned spoil tips needs to be considered as a comprehensivescheme involving land reclamation works to address factors such ascontamination, flood risk and land stability.6.134. The Council’s vision for the Strategic Site is as an attractive residentialdevelopment with employment uses, community uses and open space ina restored landscape setting.6.135. The site is subject to a number of constraints most notably:• Existing disused coking works;• Listed buildings;• Ground contamination;• Colliery tips;• Sites of importance for nature conservation;• Flood risk.6.136. The Council has assessed the development potential of the Former CwmColliery and Coking Works site in detail and would wish to see a proposalthat addresses the following elements:a) Residential development consisting 800 dwellings in three areas:• higher density adjoining Tyn-y-nant;• medium density in the centre of the site; and• lower density on the colliery plateau.b) Employment development – in the centre of the site, around the tworetained listed cooling towers, excluding noxious and unsightly uses;c) Primary school, near Croescade Road;d) Restoration of the colliery tips and habitat enhancement to formaccessible open space;e) Protection of the site of importance for nature conservation inCroescade Road;f) Corridors of green space through the site, along the restored andenhanced channels of the Nant Myddlyn and the Croescadetributary;g) Access – a new north-south spine road from Parish Road to replacethe existing industrial access road, with a subsidiary east-west linkfrom north of Windsor Gardens to Croescade Road.6.137. Phasing – co-ordinated restoration of the colliery tips, clearance andremediation of the coking works site and preservation of the listed coolingtowers must be completed before any development is started. No morethan 25% of the residential development shall be completed before thenew access from Parish Road is opened. No more than 75% of thedevelopment shall be completed before the school is completed.98Preserving Our Heritage, Building Our Future
