6.67. Whilst recognising that such sites can potentially cause disturbance to localresidents, the Council is keen to ensure that these sites are protected unlessit has been clearly demonstrated that the existing use is economicallyunviable, that suitable alternative premises are available nearby or thatthe improvements to local residential amenity outweigh the retention ofthe industrial or business use.6.68. For the purposes of this policy, a small employment site is defined as oneup to 0.5 hectare, though in many cases sites will be considerably smaller.Policy NSA 16 - Re-development of Vacant /Redundant Industrial SitesProposals for the conversion or redevelopment of redundant and /or vacant industrial sites for employment led mixed uses will besupported where it can be demonstrated that:-1. The premises and / or site has been assessed and is genuinelyredundant i.e. In terms of the current and future needs of theemployment market;2. That it has been marketed locally at a price that reflects itscondition and commercial value and for a period of time thatreflects the likely demand for the size of premises;3. The development is compatible with other uses in the localityand there are no significant adverse impacts on the amenitiesenjoyed by local residents;4. The redevelopment of derelict, unsightly, underused andvacant land for new employment led mixed uses will have apositive effect in regeneration terms;5. The Site is not allocated in Policy NSA 14.6.69. Employment-led mixed-use re-development proposals will be consideredon vacant / redundant employment sites allocated in Policy NSA 14.6.70. It is recognised that many of the older and redundant industrial sites in theNorthern Strategy Area are unsuitable to the needs of modern industryand that the land take required by today’s employment uses can besignificantly less than previous business users. Where it is demonstratedthat such sites are no longer required or suitable for modern employmentpurposes, proposals to re-develop them will be supported.Preserving Our Heritage, Building Our Future 83
