Chapter ThreeVision And Objectives3.1. The overall Vision of the Rhondda Cynon Taf LDP is derived from thevision for Rhondda Cynon Taf outlined in ‘A Better Life’: OurCommunity Plan (2004 –2014) which states that:“Rhondda Cynon Taf will be a community where everyone wholives, works in or visits the area will enjoy the benefits of abetter quality of life, achieving their potential, whilst helping todevelop and protect the area for future generations.”3.2. The Council is currently preparing a new Community Strategy (2009-2020). The emerging strategy builds on the current CommunityStrategy and seeks to deliver a greater focus on the role of the spatialplanning system in delivering the aims and objectives of theCommunity Strategy.Preserving Our Heritage, Building Our Future 21
Delivering the Community Strategy Vision3.3. Both the existing and emerging Community Strategy recognise that thesuccessful delivery of the Community Strategy vision relies on a range ofphysical, social, economic, health, educational and related initiatives. Theyalso recognise that the spatial planning system has a fundamental role toplay in the delivery of this vision.In order to directly support the implementation of the CommunityStrategy, the LDP will provide a land use framework that seeks to:-• Build sustainable communities that ensure everyone has access tohousing, jobs and essential services and that all new development issupported by necessary social and physical infrastructure. This willbe achieved by focusing new growth in principal towns and keysettlements;• Ensure that Rhondda Cynon Taf achieves its potential by maximisingthe advantages of its strategic location, both in terms of the CapitalRegion and global economy. It will also maximise opportunities forinward investment in Hirwaun and Llantrisant / Talbot Green;• Deliver a better quality of life by ensuring our communities arevibrant, healthy and safe, provide access to a range of cultural,commercial and leisure activities and protect our built heritage;• Develop and protect the County Borough for future generations sothat physical and natural resources are protected, the challenges ofclimate change are met and new development is in sustainablelocations and of the highest environmental standards.LDP Objectives3.4. In order to ensure the delivery of the Community Strategy Vision, spatialplanning objectives have been developed. These objectives are at thecentre of the LDP and form the basis for its policy development.3.5. The objectives of the Rhondda Cynon Taf LDP are to:Sustainable Communities1. Provide for the County Borough’s overall housing requirementthrough a mix of dwelling types catering for all needs to promoteintegrated and thriving communities and reinforce the roles of thePrincipal Towns and Key Settlements in the north and south of theCounty Borough.2. Promote integrated communities within the Principal Towns, KeySettlements and other sustainable settlements by ensuring thedevelopment of a high quality built environment that providesopportunities for living, working and socialising for all.Achieving Potential3. Develop a sustainable economy in Rhondda Cynon Taf that providesa diverse range of job opportunities in locations that reinforce theroles of Principal Towns and Key Settlements in the north and southof the County Borough.Better Quality of Life4.
