These policies will balance the need for the safeguarding of nationallyimportant mineral resources and ensuring their appropriate extractionagainst the potential impact of such development on residential occupiers,the landscape and on sites of nature conservation interest.Polic y CS 11 - Climate Change<strong>Rhondda</strong> <strong>Cynon</strong> <strong>Taf</strong> will seek to address climate change and reduceenergy demand by: -A) Addressing the causes of climate change through:1. Requiring development proposals to reduce their predictedc02 emissions by a minimum of 10%;2. Implementing through the waste hierarchy - as detailed inPolicy CS 93. Supporting development proposals that encourage thereuse of existing buildings and brownfield sites4. Promoting the provision of renewable energy generationfrom microgeneration equipment (where appropriate) innew and existing development and refurbisheddevelopment: and5. Supporting <strong>Development</strong> proposals that incorporatedecentralised heating, cooling and power networkspowered by renewable energy sources, or that connect toexisting Combined Heat and Power or communal/districtheating networks where the potential to convert to arenewable energy source has been examined and possible.B) Adapting to direct and indirect impacts of climate changethrough:1. Requiring flood risk assessments on development proposalsin 1:100 year foodplains this required anyhow byregulations, look to enforce the sustainable developmentindicator on development contrary to TAN152. Managing flood risk through incorporating measures indesign and construction to reduce the effects of flooding,including sustainable drainage systems (SUDS) and floodresilient design for infrastructure and property3. Requiring new development to reduce the demand forwater through recycling rainwater and grey water recycling;and4. Supporting climate responsive development includinglocation, orientation, density, layout, built form, ensuringin-built flexibility for varying uses over the lifetime of thedevelopment, low carbon design.4.82. Evidence from the UK Climate Impact Programme (UKCIP) suggests thatclimate change is happening. The Intergovernmental Panel on ClimateChange highlights that we are already experiencing the effects of climatechange and if these changes deepen and intensify, there will be even moreextreme impacts.4.83. The UKCIP has produced sceanarios for changes in Wales over the periodup to 2080. The potential impacts in Wales of the changes, as suggested bythese sceanarios, include increased direct risks of:*Preserving Our Heritage, Building Our Future41
