5.69. In considering small/medium sized wind turbine proposals, it will benecessary to demonstrate that the scheme would not constrain thegenerating capacity of the refined strategic search area for large scale windfarm developments.5.70. For the purpose of this policy, small wind turbine developments areclassed as:-• Very small low voltage DC wind generators;• Small wind turbines (under 20 kW), and• Small clusters (1-3) of larger wind turbines (up to 1.5 MW).5.71. Medium wind turbines are classed as those with a generating capacity ofup to 25MW. These turbines are often associated with urban / industrialbrownfield sites and community based schemes. Proposals for communitybased wind farms will need to be accompanied by clear evidence ofcommunity ownership or community benefit from the scheme.5.72. In all cases of renewable energy related development, applicants may berequired to enter into and implement appropriate land managementagreements.5.73. Further advice on renewable energy related development is contained inSupplementary <strong>Plan</strong>ning Guidance on Renewable Energy.Policy AW 13 - Large Wind Farm <strong>Development</strong>Proposals for wind farm developments of 25MW and over or capableof accommodating 25MW or over will be permitted where it can bedemonstrated that the proposal:1. Is within the boundary of the refined strategic search area andrequired to meet the indicative generating capacity;2. Is sited on a predominantly flat, extensive area of upland;3. Will benefit from a good wind resource;4. Is located a minimum of 500 metres away from the nearestresidential property;5. Will not because of its siting, scale or design have anunacceptable effect on the visual quality of the widerlandscape;6. Will not result in a loss of public accessibility to thecountryside.Where development proposals are acceptable applicants will berequired to enter into and implement appropriate landmanagement agreements.5.74. Technical Advice Note (TAN) 8: Renewable Energy (2005) identifies 7Strategic Search Areas (SSA) in Wales, capable of accommodating large(>25MW) wind power developments. SSA F “Coed Morgannwg” is locatedwithin the administrative boundaries of Neath Port Talbot, Bridgend and<strong>Rhondda</strong> <strong>Cynon</strong> <strong>Taf</strong>. TAN 8 identifies an indicative generating capacity forthis area of 290MW.Preserving Our Heritage, Building Our Future 59
