4.69. During the plan period the following committed transportation schemeswill be completed: -• A465 Abergavenny / Hirwaun Dualling, and• Church Village By-Pass.4.70. In many parts of <strong>Rhondda</strong> <strong>Cynon</strong> <strong>Taf</strong> major routes continue to run throughresidential areas resulting in environmental and safety problems as well asleading to traffic congestion. As long as there are economic, environmentaland safety problems resulting from the existing road network, a roadconstruction programme will continue to be an essential element of theoverall transportation strategy. The Council will seek to ensure that theconstruction of new roads is undertaken in a manner which balances thesocio economic benefits with the environmental impact of construction.4.71. The South East Wales Transport Alliance Regional Transport <strong>Plan</strong> identifiesfour major road schemes in <strong>Rhondda</strong> <strong>Cynon</strong> <strong>Taf</strong> as priority schemes forimplementation during the period 2008 – 23. These schemes are as follows:• Church Village Bypass;• Gelli / Treorchy Relief Road;• A4119 Ynysmaerdy to Talbot Green Relief Road, and• A4059 Aberdare Bypass Extension.4.72. <strong>Development</strong> throughout the County Borough will be directed to locationsthat offer a choice of modes of transportation. Particular importance willbe placed on ensuring that development both supports and, wherenecessary, contributes towards the developments of a modern integratedtransport system. As a result, development proposals on sites capable ofaccommodating five dwellings or more / 1,000 m2 commercial floorspacewithin the A4119 / A473, A470 / A4059 and A4059 / A465 Corridors will berequired to fund the development of a strategic corridor managementsystem, improvements to the highway network and key junctions, publictransport enhancements and park and share provision. The objective ofthe strategic transport management system is to ensure the provision ofhighway improvements necessary to deliver allocated sites and to ensurethat the growth proposed by the LDP has no adverse impact on thehighway network. This approach will allow the Council to manage andminimise traffic growth within the County Borough and respond to changein the wider region.4.73. The Council recognises that securing new highway infrastructure must becarefully balanced against other policy requirements contained in the plan.4.74. Details of each of the proposed schemes are contained in Appendix 1.4.75. Further guidance in respect of the identified strategic transportationcorridors is contained in Supplementary <strong>Plan</strong>ning Guidance on Access,Parking and Circulation and on <strong>Plan</strong>ning Obligations.Policy CS 9 - Waste ManagementIn order to meet the capacity requirements of between 12.5 and21.7 hectares identified in the South East Wales Regional Waste <strong>Plan</strong>,the following sites are identified as being able to accommodate arange of waste management options, including recycling andcomposting, on a regional basis:-1) Land at Bryn Pica (including landfilling of residual wastes); and2) Hirwaun Industrial Estate.Existing and allocated B2 employment sites are also consideredappropriate locations for waste management facilities.Provision for community recycling facilities will be made inaccordance with policies NSA 28 to SSA 25.Preserving Our Heritage, Building Our Future39
