D) Major Highway SchemesCS 8 (1) - The Church Village BypassThe scheme will provide a bypass for the settlements of Tonteg, Church Village,Llantwit Fardre and Efail Isaf, along the severely congested A473 route in thatarea. The scheme will significantly reduce traffic from immediately outsidethe residential and commercial properties that front the route.CS 8 (2) - The Gelli / Treorchy Relief RoadThe single carriageway relief road will provide a high quality link between themiddle and upper <strong>Rhondda</strong> Fawr. The proposed road scheme will provideimproved access to the Fernhill Colliery Strategic Site at the head of the<strong>Rhondda</strong> Fawr Valley and significantly reduce traffic from immediately outsidethe residential and commercial properties that front the route.CS 8 (3) - The Ynysmaerdy to Talbot Green Relief RoadThe proposed relief road to provide an alternative route from the Upper ElyValley to the west of Talbot Green. The scheme is largely dependent on thescale of new development in the area, and as such will require developers toassist with cost.CS 8 (4) - The A4059 Aberdare Bypass ExtensionThe proposed extension to the existing A4059 Aberdare Bypass will assist withthe development of the Strategic Sites in Hirwaun and Aberdare.The scheme is largely dependent on the dualling of the A465 Heads of theValleys Road by the Welsh Assembly Government. The scheme would need tobe constructed at the same time as the A465 dualling, as the Aberdare BypassExtension would need to be designed to tie in with the revised alignment ofthe A465.CS 8 (5) - Dualling of the A465The Welsh Assembly Government Trunk Road Forward Programme 2004 hasidentified a scheme for dualling the A465 between Abergavenny and Hirwaun.It will take the form of an on line dualling of the existing road between theCounty Borough boundary in the east and the eastern side of Hirwaun. As itpasses Hirwaun it will take a new alignment to the south of the village beforerejoining the existing A465 dual carriageway in the west. The number ofjunctions in the area will be rationalised to reduce delays and improve safety.The improvement of this road will upgrade the quality of service on thisstrategic route and thereby improve the safety of the road, ease trafficcongestion and assist in the economic regeneration of the area. Of particularimportance to the <strong>Rhondda</strong> <strong>Cynon</strong> <strong>Taf</strong> area are the benefits to the economicregeneration of the upper <strong>Cynon</strong> and <strong>Rhondda</strong> Valleys and its beneficialeffects on the strategic development sites in the Hirwaun and Aberdare areas.The section of the scheme in <strong>Rhondda</strong> <strong>Cynon</strong> <strong>Taf</strong> between the B4276 junctionand Hirwaun is unlikely to take place before April 2010.NSA 20 (1) - Mountain Ash Southern Cross Valley LinkA cross valley link approximately 1km south of Mountain Ash town centre todivert traffic away from the built up B4275 to the A4059 bringingenvironmental relief to Mountain Ash town centre, the Miskin andPenrhiwceiber area.NSA 20 (2) - Upper <strong>Rhondda</strong> Fach Relief RoadThe scheme will extend the Porth Relief Road northwards from Pontygwaithto Maerdy. The proposed road will provide good communications betweenthe population of the Upper <strong>Rhondda</strong> Fach and the A470 and M4. It will openup access to employment opportunities and significantly reduce the trafficfrom immediately outside the residential and commercial properties that frontthe route.Preserving Our Heritage, Building Our Future131
