Policy NSA 26 - <strong>Cynon</strong> Valley River Park<strong>Development</strong> that will contribute to the achievement of the <strong>Cynon</strong>Valley River Park Strategy will be supported. This includes:1. Proposals for the protection, enhancement, enlargement,connectivity and management of important wildlife sites,species and features of nature conservation value and waterquality.2. Proposals to promote public access on foot and by cycle,mitigate and adapt to climate change, encourage health andwellbeing and support heritage and tourism.Policy NSA 27 - Land Reclamation SchemesLand reclamation schemes are proposed at the following locations;1. Aberaman Colliery land reclamation scheme;2. Tylorstown and Llanwonno land reclamation scheme;3. Lewis Merthyr land reclamation scheme, Trehafod;4. Gelli land reclamation scheme;5. Craig-y-Dyffryn Tip land reclamation scheme, Cwmpennar /Cefnpennar, Mountain Ash;6. Cefnpennar land reclamation scheme, Mountain Ash;7. Maerdy land reclamation scheme, Maerdy.6.101. The <strong>Cynon</strong> Valley River Park has been identified locally as an importantlandscape feature. The flood plain provides a natural space for the River<strong>Cynon</strong> to move across the valley floor and to flood. Undeveloped floodplainis recognised as an important asset for accommodating floodwater, forwildlife habitat and for public open space. The <strong>Draft</strong> <strong>Cynon</strong> Valley RiverPark Strategy, 2007, updates previous policy, taking in to account newdevelopment proposals and community aspirations, the adopted <strong>Local</strong>Biodiversity Action <strong>Plan</strong> and the Heads of the Valleys environmentalprogramme. Protecting the River <strong>Cynon</strong> floodplain does not mean that theland is abandoned or that built development is banned. Instead the RiverPark aims to encourage positive use and management of the floodplain toprovide space for natural processes, for wildlife and for people. The Strategyincludes actions relating to climate change, biodiversity, the <strong>Cynon</strong> Trail,health and wellbeing and heritage and tourism.6.102. The industrial history of <strong>Rhondda</strong> <strong>Cynon</strong> <strong>Taf</strong> means that there are sitesrequiring treatment and where land reclamation schemes are necessary toeither ensure the long-term stability of the land or to prepare the land forfuture development. It should be noted that not all derelict land requiresreclamation: some have reverted to nature and present no significantsafety issues, so that the balance of advantage to the public interest lieswith leaving such sites undisturbed. The issue of eyesore removal refers toderelict land reclamation, which is closely related to the treatment ofcontaminated and unstable land. Some eyesores such as mineral workingsor waste sites are created with planning permission subject to conditionsdevised to ensure restoration of the sites.6.103. The schemes identified in Policy NSA 27 will form the basis for landreclamation schemes to be implemented in the Northern Strategy Areaover the plan period.Preserving Our Heritage, Building Our Future91
Policy NSA 28 - Provision Of CommunityRecycling FacilitiesSites in the following locations will be safeguarded for thecontinuation of or provision for the future use as communityrecycling centres:1. Dinas;2. Treorchy;6.106. The area of safeguarding includes a 200-metre buffer zone around thedeposit. It is necessary to identify buffer zones around these resources tosafeguard their boundaries from land uses, which may sterilise them orhinder their extraction. Permanent development and land uses that wouldbe considered unsuitable within the safeguarding area and the buffer zonewould include residential development, hospitals and schools, or where anacceptable standard of amenity should be expected. There should be nonew mineral extraction within the buffer zone.3. Treherbert:4. Ferndale;5. Aberdare (Bryn Pica);6. Gelli.6.104. The Council’s Waste Strategy ‘Respecting Waste’ set out the Council’s intentionto develop traditional Civic Amenity Sites, which were simply waste disposalsites, to Community Recycling Centres. Community Recycling Centres arecentres that provide a range of recycling containers for the sorting andseparation of waste into appropriate streams for re-use and recycling.6.105.
