Sustainability Appraisal /Strategic Environmental Assessment;1.68. The following elements of the combined Sustainability Appraisal / StrategicEnvironmental Assessment (SA / SEA) have been undertaken:• A screening opinion to determine the likely environmental effects ofthe LDP was issued in August 2005.• A Scoping Report assessing the nature and extent of the likely effectswas made available for public consultation during March and April2006.• The Preferred Strategy Sustainability Appraisal was issued for publicconsultation during January and February 2007.• Revised Sustainability Appraisal: Targets and Indicators were subjectto consultation during November and December 2008, and• The <strong>Draft</strong> LDP Sustainability Appraisal and Environmental Report hasbeen issued to accompany the <strong>Deposit</strong> <strong>Draft</strong> LDP.Habitats Regulations AssessmentHow to use this Document.1.70. The <strong>Deposit</strong> <strong>Draft</strong> LDP contains a Core Strategy, Core Policies, Area WidePolicies, Northern Strategy Area Policies and Southern Strategy AreaPolicies.1.71. The <strong>Deposit</strong> <strong>Draft</strong> LDP includes a Proposals Map that is presented as 2individual 1:15000 scale maps. The Proposals Map illustrates those areasof land, which have been specifically allocated for development or aresubject to protection through the plan process. Accompanying theProposals Map is a separate plan that illustrates constraints todevelopment within <strong>Rhondda</strong> <strong>Cynon</strong> <strong>Taf</strong>.1.72. It should be noted that the <strong>Deposit</strong> <strong>Plan</strong> does not cover those parts of<strong>Rhondda</strong> <strong>Cynon</strong> <strong>Taf</strong> which fall within the Brecon Beacons National Park.1.73. The <strong>Deposit</strong> <strong>Draft</strong> LDP should be read as a whole, many of the <strong>Plan</strong>sobjectives, strategies and policies are cross-cutting and inter-related.Decisions on development proposals will have regard to the relevantpolicies in the <strong>Plan</strong> and the requirements of National <strong>Plan</strong>ning Policy.1.69. The following elements have been undertaken in respect of the HabitatsRegulation Assessment (HRA):• LDP Preferred Strategy Screening Opinion was issued for publicconsultation during January and February 2007.• The Council, as part of the South East Wales <strong>Plan</strong>ning Group has beeninvolved in the preparation of a Regional HRA. The screening opinionprovides a context for LDP HRA work in South East Wales.• A revised screening opinion for <strong>Rhondda</strong> <strong>Cynon</strong> <strong>Taf</strong> was preparedfollowing the findings of the Regional HRA.Preserving Our Heritage, Building Our Future 15
