Tender No.: 465S/2011/12 16. GUARANTEE 16.1 The contractor shall guarantee all manufactured goods for a period of one (1) year from date of servicing and commissioning. The guarantee shall include maintenance and repairs where required during the period. 17. DISPOSAL OF SCRAP 17.1 The Contractor shall keep a weight record of all metal and non-metal scrap generated by the replacement of parts. 17.2 The City of Cape Town Electricity Services will advise on how the scrapped assets will be disposed of. 17.3 The City of Cape Town Electricity Services will be responsible to co-ordinate and manage the scrapping of equipment. 17.4 Any metal and non-metal scrap must be returned to the depot or site from which it was collected. 18. TEST CERTIFICATES 18.1 The Contractor will provide test certificates referring to the necessary tests performed on the motifs to ensure proper functionality. The witnessed test values shall be entered on the certificates. 18.2 The City of Cape Town Electricity Services reserves the right to witness tests as prescribed. The Contractor shall advise him two (2) working days prior to the test being carried out. 18.3 The City of Cape Town Electricity Services reserves the right to inspect machinery and equipment as and when required on the premises of the contractor. 19. MATERIAL SPECIFICATION 19.1 All material must be to specification or similar and approved. 19.2 All material must be SABS approved. 19.3 All metal round bars, flat bars, angle iron, square tubing, expanding metal and plate to be mild steel. 19.4 The City of Cape Town Electricity Services may order any material as stated in the pricing schedule from this tender as and whenever required. 20. STATUTORY LOAD TESTING 20.1 By law all catenary wires and structures need to be load tested every three (3) months. The Contractor must perform these tests. 20.2 The following test must be performed: � Visual Test � Working Load Test � Overload Test � Deflection Test � Torque Test 20.3 By doing the Visual Test, it must be checked to see if there is any damage to the catenary wire, mounts or eyebolts. The founding’s of this test must be captured on a test certificate. 20.4 By doing the Working Load Test, a load must be placed on the catenary wire that will have the approximate value of the working load that will be applied to the catenary wire. Measurements must be taken and captured on a test certificate. 20.5 By doing the Overload Test, a 10% overload must be placed on the catenary wire. This will be the working load plus (+) 10%. Measurements must be taken and captured on a test certificate. 56
Tender No.: 465S/2011/12 20.6 By doing the Deflection Test, a load at approximately working load and a 10% overload must be placed on the catenary wire. The sag or deflection of the catenary wire must then be measured. The founding’s of this test must be captured on a test certificate. 20.7 By doing the Torque Test, all bolts and nuts must be re-torqued to ensure that they are correctly fastened. The results of this test must be captured in a test certificate. 20.8 All equipment relative to the structures that must be tested must undergo these tests to ensure safety of public and personnel. 20.9 Remarks with regard to these tests must be captured on the test certificate. 20.10 The date that the test was performed must be captured on the test certificate. As well as the date of the previous test and the next test. 20.11 The name and signature of the person that performed the tests must be captured on the test certificate. 20.12 The certificate must have a certificate number. 20.13 The customer’s name must be captured on the certificate. 20.14 The site address must be captured on the certificate. 20.15 The item location and number must be captured on the certificate. 20.16 A detailed description of the item must be captured on the certificate. 20.17 The manufacture’s name must be captured on the test certificate. 20.18 A marker must be placed on items tested. 20.19.1 The subcontractor performing the load test must be accredited as a LME (Lifting Machine Entity) with the Department of Labour in terms of the Driven Machinery Regulations promulgated in terms of the Occupational Health and Safety Act 85 of 1993. 20.19.2 The Tenderer must attach the certificate of the Inspector that must be registered with the Engineering Council of South Africa as a RegLMI (Registered Lifting Machine Inspector) including the contractual agreement signed by both the Inspector and the Representative of the tenderer. 21. PROJECT PROGRAMME PLAN The contractor will be issued with a programme plan of the work to be undertaken with set milestones to be achieved . The contractor shall have a weekly meeting with the Representative providing a progress report on work completed. 22. REMOVAL OF THE FESTIVE LIGHTS 22.1 It is the contractors responsibility to remove all festive lighting installed in terms of this contract as and when instructed by the City of Cape Town Electricity Services. 22.2 All festive lighting so removed must be transported back to Ndabeni stores, Melck St, Ndabeni and offloaded into the store as will be indicated by the city of Cape Town Electricity Services. 22.3 Any damage to festive lighting incurred by the removal, transport and off loading process will be for the account of the successful tenderer. 57
