cook islandsBalancing leadership: A pathway to parliamentfor Cook Islands womenPan Pacific and Southeast Asia Women’s Association(PPSEAWA)Maureen Hilyard, Alexis Wolfgrammand Lynnsay Rongokeappseawacookislands.wordpress.comIntroductionOral history from the Cook Islands indicates thatwomen have held political leadership roles for generations,by way of a traditional system of inheritance.Genealogies were memorised by someone who wasdesignated with this important responsibility until thewritten language arrived and this information becamedocumented in courts for historical and successionpurposes. The missionaries arrived on Rarotonga in1821 and engaged with the Ariki (High Chiefs), manyof whom were women. They were treated equally bythe missionaries, whose objective was to introduceChristianity to the Cook Islands and to wipe out thepagan culture. 1 Missionaries encouraged the nativesto become converts with material benefits, and thenused them as policemen to ensure community compliancewith the “Blue Laws”. Such was the influence ofthe church on the locals that, even today, any politicalaspirant is advised to put in plenty of “church time”. 2The first woman leader in a formal political organisationwas Ariki Makea Takau, 3 who was presidentof the early Council of Ariki from 1891 to 1901. Afterthe Cook Islands became self-governing in 1965, theHouse of Ariki was formally constituted by the 1966Cook Islands Act. A subsequent amendment in 1972recognised traditional leaders and sub-chiefs andtheir status as advisors to the government on mattersrelating to custom and the welfare of the people,by establishing the Koutu Nui (a council of traditionalleaders). Women have held the position of presidentof the House of Ariki on several occasions. The currentpresident of the Koutu Nui is Turi Mataiapo,Maria Henderson, who was elected after the suddendeath of former president Dorice Te Tika MataiapoReid in 2011. A majority of the current executive ofthe Koutu Nui are women.1 www.ck/religion.htm2 www.ck/religion.htm3 www.guide2womenleaders.com/cook_islands_parliament.htmSince self-governance in 1965, women have runfor parliament 39 times – either in general elections,snap elections or by-elections – and have been elected10 times. 4 However, only seven women have everbeen elected to parliament. 5 Within a parliamentarycontext, the first woman to be elected to parliamentwith the advent of self-government in 1965 was MargueriteStory, 6 sister of Sir Albert Henry, 7 the firstpremier of the Cook Islands. Story was the speaker ofthe legislative assembly from 1965 to 1979 and wasthe first female member of the cabinet of the CookIslands and the first woman in the Commonwealthto become speaker of parliament. 8 The next womanto be elected to parliament was Fanaura Kingstone, 9a Cook Islands Party candidate, who was elected in1983 to the overseas seat. More recently, NgamauMunokoa 10 has held her Democratic Party seat inNikao-Panama since 1996. The Democratic Partysuccessfully campaigned in by-elections in 2012 and2013 so that three women from the party currentlyhold parliamentary seats. 11 The constitution of theDemocratic Party specifically supports “the developmentof women and (…) their rights to opportunity indevelopment and decision-making.”Challenging gender imbalances in politicsStudies conducted in the United States 12 have identifiedthat although women leaders perform just aswell as their male counterparts, they tend to lackconfidence to run for office within an electoral environmentthat is usually very highly competitive andbiased against female candidates.
