RWANDAWomen’s rights, gender and ICTs: Girls in ICT Day leads to policy shapingHeHe LimitedEmmanuel Habumuremyiwww.heheltd.comIntroductionAs traditional Rwandan society was characterisedby men controlling social power relations, the introductionof information and communicationstechnologies (ICTs) in the country was portrayedby the media as a field dominated by men. Despitetoday’s countrywide gender awareness, Rwanda isstill struggling to reduce poverty and ensure thatmen and women have equal rights.All government policy making and planningis required to reflect these rights. This is a resultof both international and national commitments,including but not limited to the ratification of theConvention on the Elimination of All Forms of Discriminationagainst Women (CEDAW), the 1995Beijing Declaration and Platform for Action, and theMillennium Development Goals (MDGs). To translatethese international commitments into action,national instruments like the national constitution,Vision 2020, the economic development and povertyreduction strategy (EDPRS), national genderpolicy, decentralisation policy, ICT for development(ICT4D) policy, an action plan known as the NationalInformation Communication Infrastructure(NICI) plan and a long-term investment frameworkare in place. These national instruments highlightgender as a cross-cutting pillar in all sectors ofdevelopment.The ICT4D roadmap, established in early 2000,addresses developmental challenges and aimsto accelerate the country’s socioeconomic developmentprocess. Since its adoption, however,technology-related disciplines in Rwanda havebeen dominated by males.Following the celebration in Rwanda of theinternational Girls in ICT Day, initiated by theInternational Telecommunication Union (ITU),three outcomes among others were recorded:the creation of Girls in ICT Rwanda, the creationof Camp TechKobwa, and the establishment ofSMART Girl as a main pillar for the SMART Rwandaprogramme.Policy and political backgroundThe current Rwandan constitution, enacted in June2003 through a referendum, required a quota of 30%women in all government decision-making bodies.By June 2013, Rwanda’s bicameral parliament had femalerepresentation of 56.2% in both the Chamber ofDeputies and the Senate. This made Rwanda the firstcountry in the world with such a high degree of femalepolitical representation in the legislative branch. 1Various mechanisms were used to reach thisnumber: the gender-progressive constitution; theestablishment of a gender ministry with a clearmandate; a national women’s council elected at thegrassroots and represented at the national level;and a women-only ballot for electing their representativesto parliament. 2These policies are paired with the promulgationof gender-related laws, including Law No. 22/99of 12 November 1999, which supplements the civilcode regarding matrimonial regimes, liberalitiesand successions; 3 Law No. 08/2005 of 14 July 2005,which determines the use and management of landin Rwanda; 4 and Law No. 59/2008 of 10 September2008, which provides legal sanctions against perpetratorsof gender-based violence, to name a few.Best practices• The Rwanda Development Board (RDB) has adepartment in charge of women’s entrepreneurshipthrough ICT development, business developmentservices, market orientation and thescaling up of businesses.• The use of ICTs in telecentres established in alldistricts and internet cafés established in differenturban areas provide both men and women witheasy access to business-related information. 5• The One Laptop per Child (OLPC) programme isprogressing well.
