7. Regular and systematicresearchThere is reliable research on volunteering in France but it is not carriedout systematically. There are institutes conducting research in the field ofvolunteering, for example Recherches et Solidarités 17 and universities, such asthe University Paris 1 Panthéon-Sorbonne, where excellent research has beencarried out by reputable researchers such as Viviane Tchernonog and EdithArchambault. There are also sociologist in different French universities whohave worked on voluntary organisations or related subjects. These academicworks are used by VIOs, but unfortunately organisations cannot influencethe researchers’ topic choice.The government has a specific fund for which VIOs can apply in orderto carry out research on topics of their interest but the sums are notsubstantial. The impact of volunteering is not constantly and properlymeasured. Voluntary organisations are advised to indicate in their budgetsthe monetary value of the volunteer work, merely as an indication. Theseamounts are approximate, calculated on the basis of what the replacementcost, meaning what would have been the cost of the service delivered byvolunteers if paid staff would have been employed. More regular researchand statistics would be helpful in order to identify the targets and realissues, and therefore to develop the right programmes responding to realneeds.Voluntary organisationsare advised to indicate intheir budgets the monetaryvalue of the volunteerwork, as an indication.8. Ethics and quality standardsfor volunteeringThere are no formal ethical codes for volunteering in general. IndividualVIOs have nevertheless developed different documents such as charters,in which the rights and responsibilities of volunteers engaging in theseorganisations are mapped out.
