4. Structure of the non-profit sectorinvolved in volunteeringThere is no national volunteer centre or resource centre for volunteering setup in Malta, nor or are there regional or local volunteer centres.There is, however, a national umbrella organisation for organisationsinvolved in volunteering. This is the National Federation for NGOs in Malta(NFNM) 35 , which was set up in 2007. Its mission is that of representingin Malta, in the European Union (EU) and internationally, the interestsof NGOs (voluntary organisations) operating in Malta, and to strengthenthe role of NGOs (voluntary organisations) within civil society. It works todevelop policies and practices to promote and assist voluntary organisations,to facilitate and promote communication between voluntary organisations,and to lobby on issues that are of concern to them. The Federation alsomonitors the legal framework within which voluntary organisations operateand ensures that it adequately reflects their needs and practices. However,volunteer support per se does not fall within NFNM’s mandate.During the period 2004-2008, a local voluntary organisation, SOS Malta, rana Malta Resource Centre for Civil Society NGOs 36 , which had the purposeof supporting and strengthening civil society NGOs in Malta. Apart fromproviding administrative support to civil society networks, including theNational Federation for NGOs in Malta, the Malta Resource Centre hadalso undertaken training initiatives related to the set-up of volunteeringstructures and support.There is a very limiteddegree of cooperationbetween NGOs in Malta.Few, if any, take initiativesto encourage or supportvolunteering beyond theirown requirements.Nowadays, the support provided to volunteers generally derives fromvoluntary organisations/NGOs themselves, who offer support and trainingto those rendering a service through their respective organisation orthrough projects subscribed to.According to the national Survey on Income and Living Conditions for2008 37 , 49% of volunteers were active within a voluntary organisation, 42%within another entity and 8% were did informal voluntary work. There is noavailable research indicating the largest volunteer-involving organisations inMalta – however, to date, it would appear that the following organisationsare among those with the largest number of volunteers 38 (see Table below).35.
