Penetrating the Impenetrable 107Puthoff said the early SCANATE experiments were usefulin establishing the existence of remote viewing, butlacked a true scientific methodology. He explained:What was needed was a protocol involving localtargets that could be visited by many judges for independentdocumentation and evaluation. Furthermore,some procedures had to be devised to eliminate thepossibility of target acquisition by ordinary means,such as the subject memorizing coordinates. Finally, arandom target selection procedure and a blind judging(matching) of results would have to be handled independentof the researchers carrying out the experiments.Such procedures would have to be meticulouslydeveloped and rigorously followed to guard againstcharges of naiveté‚ in protocol which might permit cueingor, worse, charges of fraud and collusion whichwere bound to be raised should the experiments continueto be successful. 26One concern was that a subject, given a far northern latitude,could easily (and probably correctly) claim to see iceand snow.Added to the concern for the strictest test protocols wasthe knowledge that their peers would be aghast at the meremention of psychic research. “Scientists and nonscientistsalike often find it difficult to confront data that appear to begreatly at odds with their world view,” said Puthoff. “Entrenchedbelief structures die hard, even in the face of data.” 27Swann said it was probably best that the government wasinvolved at this point in the development of remote viewingbecause the CIA and others only wanted results.
