176<strong>PSI</strong> <strong>Spies</strong>The only group I don’t think kicked in was the Navy,and that could only have been because they had theirown thing going.Swann recalled one of the many presentations he madeduring this period:I was supposed to give a 10-minute presentation inthis windowless room deep in the Pentagon. It wasvery structured. The actual presentation was going tobe six minutes with four minutes for questions and answers.The staff people gave us only 10 minutes becausethey didn’t want us “wasting” the time of thesegenerals. So, I hurried my presentation and finished infive minutes. The room was filled with brass and theiraides along with some congressional observers and, ofcourse, all these security men with guns.Well, after I finished everyone looked to this headhoncho, some general. And he said very quietly,“What’s your schedule, Mr. Swann?” and I told him, “I’mat your disposal.” He turned to an aide and said, “Clearmy calendar.” Everyone else took the cue and we spentanother two hours in discussion. And, as you know, ourfunding came through.In late 1984, Gen. Stubblebine retired and Maj. Gen.Harry E. Soyster took command of the Army’s INSCOM.Soyster apparently did not have the same interest in the Psi<strong>Spies</strong> unit as Stubblebine.According to the Psi <strong>Spies</strong>, in 1985 the unit came underthe control of Dr. Jack Verona, then head of the DefenseIntelligence Agency’s (DIA) Scientific and Technical
