184<strong>PSI</strong> <strong>Spies</strong>In 1984, the Army Research Institute (ARI) asked theNational Academy of Sciences (NAS) to form a committeethrough the National Research Council (NRC) to investigatevarious techniques that were claimed to enhance humanperformance. These techniques spanned a wide range oftopics including sleep-assisted instruction, biofeedback,stress management, neurolinguistic programming, andparapsychology.The committee took nearly three years for its study at areported cost of $500,000, an amount, according to Col.Alexander, comparable to that spent each year from allsources on psi research.In June 1985, the first meeting of the NRC’s Committee onTechniques for Enhancement of Human Performance adjourned.The committee was chaired by John A. Swets of Bolt,Beranek, and Newman Inc. of Cambridge, Massachusetts,best known as the firm that produced the controversial acousticalstudy for the House Select Committee on Assassinationsthat indicated a second gunman in the John F. Kennedyassassination.In regards to parapsychology, their report, published in1988, concluded the following:The committee finds no scientific justificationfrom research conducted over a period of 130 yearsfor the existence of parapsychological phenomena.
