The authorities had todo what was reasonable <strong>in</strong> <strong>the</strong> circumstances to collect and secure <strong>the</strong> evidence, explore all practicalmeans of discover<strong>in</strong>g <strong>the</strong> truth and deliver fully-reasoned, impartial and objective decisions, withoutomitt<strong>in</strong>g suspicious facts that might <strong>in</strong>dicate racist motives.
