<strong>Removal</strong> Proceed<strong>in</strong>gs <strong>in</strong> Chicago<br />
In order to understand <strong>the</strong> impact <strong>of</strong> videoconferenc<strong>in</strong>g, readers must have a<br />
rudimentary understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> Chicago Immigration Court, and <strong>the</strong> laws and<br />
procedures that govern it. There are seven judges <strong>in</strong> <strong>the</strong> Chicago Immigration Court,<br />
which has jurisdiction over cases aris<strong>in</strong>g <strong>in</strong> Ill<strong>in</strong>ois, Wiscons<strong>in</strong>, and Indiana. The<br />
immigration judges hear both deta<strong>in</strong>ed and non-deta<strong>in</strong>ed cases. 33 The deta<strong>in</strong>ed cases are<br />
placed on an expedited docket and are typically resolved <strong>in</strong> a matter <strong>of</strong> months, as<br />
opposed to <strong>the</strong> non-deta<strong>in</strong>ed cases, which may take years. In Chicago, <strong>the</strong> deta<strong>in</strong>ed cases<br />
comprise <strong>the</strong> majority <strong>of</strong> <strong>the</strong> cases that are heard through videoconferenc<strong>in</strong>g. 34<br />
Immigrants <strong>in</strong> detention with<strong>in</strong> <strong>the</strong> jurisdiction <strong>of</strong> <strong>the</strong> Chicago court are<br />
pr<strong>in</strong>cipally held <strong>in</strong> five facilities located <strong>in</strong> Ill<strong>in</strong>ois and Wiscons<strong>in</strong>. 35 Many <strong>of</strong> <strong>the</strong>m have<br />
committed crimes, but <strong>of</strong>ten <strong>the</strong> crimes were committed <strong>in</strong> <strong>the</strong> distant past, and were<br />
punished with suspended sentences, probation, or mere supervision. Immigrants may<br />
have been arrested when <strong>the</strong>y were go<strong>in</strong>g through customs after leav<strong>in</strong>g <strong>the</strong> country for a<br />
vacation, when <strong>the</strong>y tried to become citizens, or when <strong>the</strong>y applied for some o<strong>the</strong>r<br />
immigration benefit. Some <strong>of</strong> <strong>the</strong> people <strong>in</strong> detention have committed no crime at all,<br />
such as those who arrive at a port <strong>of</strong> entry <strong>in</strong> <strong>the</strong> United States and ask for asylum.<br />
