Some <strong>of</strong> <strong>the</strong> removals undoubtedly arose because immigrants agreed to <strong>the</strong>ir<br />
removal or voluntary departure. 70 However, many <strong>of</strong> those who received removal orders<br />
had representation and were less likely to be seek<strong>in</strong>g removal. 71<br />
