While the proposed Uganda Integrated Early Childhood Development Policymakes these issues clear, the future challenge will be ensuring that it is firmly anchored inthe Government’s budgeting frameworks, and adequately funded and monitored. A secondkey area requiring urgent attention is the wellbeing of adolescent girls. The major persistentpolicy and practice challenges here concern sexual and reproductive health rights – particularlywith respect to teenage pregnancy and retention in secondary school. Guidelines forschools on how to handle teenage pregnancy appropriately would enable young mothersto return to school and complete their education. More broadly, a deeper understandingand integration of empowerment issues – including how men and boys are involved in thisdebate – need to be included in policy dialogues and implementation strategies.90 KEy ChaLLENGES aND PoLICy rECoMMENDatIoNS
