<strong>Situation</strong> <strong>analySiS</strong> of Children in uganda 2015Article 19: Children have the right to be protected from being hurt and mistreated, physicallyor mentally. Governments should ensure that children are properly cared for andprotect them from violence, abuse and neglect by their parents, or anyone else who looksafter them.Article 20: Children who cannot be looked after by their own family have a right to specialcare and must be looked after properly, by people who respect their ethnic group, religion,culture and language.Article 21: Children have the right to care and protection if they are adopted or in fostercare.Article 22: Children have the right to special protection and help if they are refugees,as well as all the rights in the Convention. Article 24: (1) States parties recognise theright of the child to the enjoyment of the highest attainable standard of health and to facilitiesfor the treatment of illness and rehabilitation of health. States Parties shall strive toensure that no child is deprived of his or her right of access to such health care services.(2) States parties shall pursue full implementation of this right and, in particular, shall takeappropriate measures: (a) To diminish infant and child mortality; (b) To ensure the provisionof necessary medical assistance and health care to all children with emphasis on thedevelopment of primary health care;… (d) To ensure appropriate prenatal and postnatalhealth care for mothers.Article 27: Children have the right to a standard of living that is good enough to meet theirphysical and mental needs. Governments should help families and guardians who cannotafford to provide this, particularly with regard to food, clothing and housing.Article 28: All children have the right to a primary education, which should be free.Article 29.1: States parties agree that the education of the child shall be directed to: (a)the development of the child’s personality, talents and mental and physical abilities to theirfullest potential. … The Committee calls on States parties to ensure that all young childrenreceive education in the broadest sense (as outlined in Article 28), which acknowledges akey role for parents, wider family and community, as well as the contribution of organisedprogrammes of early childhood education provided by the State, the community or civilsociety institutions.Article 32: The government should protect children from work that is dangerous or mightharm their health or their education.108 aPPENDIx 1
