Situation analySiS of Children in uganda 2015TOWARDS A CHILD WELLBEING MODELIN UGANDAPart of the challenge in building a nationally integrated and comprehensive response tofulfil children’s rights and ensure their wellbeing in Uganda is that the four rights areasaddressed above largely provide a single ‘lens’ through which the situation of children canbe understood. In developing a model for action, additional components are necessary thatnot only provide alternative opportunities for understanding the situation, but also forcatalysing the interests of additional stakeholders who may not necessarily be interested inindividual rights areas and/or service sector ‘lenses’. Consequently, it is helpful to frame thisdiscussion around two additional lenses: a target cohort focus, and a ‘systems’ lens.FIGURE 1: Key components of child wellbeinGCORE RIGHTS AND SECTOR FOCUSRIGHT TOSURVIVALChild-sensitive Social ProtectionRIGHT TOEDUCATIONSystems LevelTARGETGROUPSStrengtheningChild Protection SystemSystems LevelEarly ChildhoodDevelopment0—8 Years of AgeAdolescent Girls10—19 Years of AgeVulnerable Groups= Child WellbeingSystems LevelChild Rights GovernancePROTECTIONRIGHT TORIGHT TOPARTICIPATION12 ExECUtIvE SUMMary
