<strong>Situation</strong> <strong>analySiS</strong> of Children in uganda 20155.2.9 Displacement, ex-combatants and children affected by conflictChildren, along with people with disabilities, breastfeeding mothers, pregnant women andpeople living with HIV, are most affected by displacement during disaster times in communitiesprone to floods and landslides (oPM/UNICEF, 2014). Children are also the mostvulnerable in conflict situations, and are frequently targets of brutal, indiscriminate acts ofviolence. During the 20 years of terrorism by the Lord’s Resistance Army (LRA), widespreadsexual violence against women and girls was reported (Matovu, no date: 63) and countlessnumbers of children were abducted, murdered, mutilated, tortured, beaten, raped, andenslaved as child soldiers or for sexual purposes.Since the outbreak of violence in South Sudan inDecember 2013, an estimated 116,000 new refugeeshave arrived in Uganda. Planning estimatesproject that an additional 60,000 refugees mayarrive in the country in 2015. These refugeesinclude women, child survivors of sexual violence,and separated and unaccompanied children inurgent need of protection. The Government isoffering refugee status to those fleeing the latestoutbreaks of violence in both South Sudan and theDemocratic Republic of Congo (DRC) on a primafacia basis, including more than 100,000 refugeesfrom the DRC who arrived in Uganda in 2013.FIGURE 15: miGrAtion pAtterns in uGAndAHowever, the capacities of local government andsocial services to respond are stretched to theirlimits, with health centres requiring additionalstaff, space and supplies to address refugee healthand nutrition needs, and with schools trying tocope with a dramatic increase in enrolment (forexample, more than 300 students per classroomhave been reported in Adjumani alone).5.3 ENABLING ENVIRONMENT5.3.1 Fiscal space analysisThe figures in Table 12 illustrate some of the major child protection interventions proposedfor 2014/15 by the MoGLSD. The total expenditure allocation for MoGLSD is UGX 6.2 billion($2.2 million), compared to UGX 1,271 billion for child survival, and UGX 1,940 billion foreducation.
