The UNAP focuses on women and children, and will focus on public resourcesand national efforts to bring about improvements in nutrition among young children andwomen of reproductive age by scaling up the implementation of a package of proven andcost-effective interventions. Another component of the action plan is to operationalise thenutrition component of the NDP, as well as the Uganda Food and Nutrition Policy (UFNP)and the draft Uganda Food and Nutrition Strategy.GOOD GOVERNANCE SUB-SECTOR WORKING GROUP ACTIONPLAN FOR WATER AND SANITATIONDuring the 2012/13 financial year, the Good Governance Sub-sector Working Group(GGWG) of the water and sanitation sub-sector evaluated its action plan, initiated in 2009.The plan was due to run until 2014 and be measured by 11 ‘golden indicators’, including:the percentage of people with access within 1 km (rural) and 0.2 km (urban) of an improvedwater source; functionality of improved water sources; percentage of people with access tohandwashing facilities; percentage of actively functioning Water and Sanitation Committees(WSCs) and percentage of WSCs with women holding key positions (MWE, 2013).NATIONAL POLICy FOR DISASTER PREPAREDNESS ANDMANAGEMENTEfforts have been made to integrate disaster preparedness and climate change adaptationinto a number of national strategies and planning documents. The National Policyfor Disaster Preparedness and Management, launched in 2011, aims to create an effectiveframework through which disaster preparedness is embedded in all aspects of developmentplanning. It underscores the need to tackle disasters in a holistic manner with moreemphasis on disaster risk reduction in line with the recommendations of the 2005 HyogoFramework for Action.NATIONAL CAPACITIES ON EDUCATION ANDOTHER DEVELOPMENTAL RIGHTSLegal frameworkPRE-PRIMARy EDUCATION/ EARLy CHILDHOOD DEVELOPMENT(ECD)At policy level, the implementation of ECD services remains isolated in the education sector,with various fragmented ECD-sensitive policies referenced in other sectors. Situation analySiS of Children in uganda 2015cies are scattered across various sectors with no effective coordination mechanism to steercommon action, such as joint policy formulation, planning, implementation, pulling andleveraging resources, advocacy, research and monitoring etc. There has been limited coordinatedaction to assess and respond to this gap, although this is now being addressed bythe development of the National Integrated Early Childhood Development policy (NIECD).UNIVERSAL PRIMARy EDUCATION (UPE)UPE was introduced in 1997, although primary education was not made compulsory. Allformal tuition fees and parent-teacher association (PTA) charges were abolished. In orderto address remaining enrolment and retention issues the Government is implementing amonitoring and evaluation framework within UPE reporting guidelines, as well as throughthe introduction of a theme-based curriculum focused on quality (rather than quantityissues) in educational outcomes.QUALITy ENHANCEMENT INITIATIVE (QEI)The QEI aims to improve the quality of primary education in 15 districts deemed the worstperforming nationally. Significant progress has been made in improving and expandingschool infrastructure – with key areas of improvement being teacher training and financialmanagement and disbursement structures (MISR, 2010).UNITED NATIONS GIRLS EDUCATION INITIATIVE (UNGEI)Launched globally in 2000 as an initiative to address the persistent challenges to girls’education, by 2006, UNGEI had been rolled out to 14 districts and 23 sub-counties inUganda (UNICEF, 2007, cited in Ezati, 2011). UNGEI has set up coordination and managementstructures at national, district and community levels. At the national level, the UNGEIumbrella covers a diverse group of donor organisations, international and national NGOsand governmental agencies.EDUCATION SECTOR STRATEGIC PLAN (ESSP)The ESSP 2004–15, prepared in 2003 and revised twice, is the current government strategyfor education. The ESSP commits government to ensure that universal access to primaryeducation is the highest sector priority. It targets the removal of financial impediments tothat objective and focuses attention on improving regional and gender equity (Ezati, 2011).aPPENDIx 1113
