<strong>Situation</strong> <strong>analySiS</strong> of Children in uganda 2015Human rights are entitlements innate to all human beings, withoutdiscrimination. The rights are universal, interrelated, inalienable,interdependent, indivisible, equal and non-discriminatory.Equity for children refers to the provision of an equal opportunity for all children to survive,develop and reach their full potential without discrimination, bias or favouritism whateverthe differences in their circumstances in life. Equity is a human rights imperative that isbased on the principles of universality, non-discrimination and participation enshrined invarious international conventions such as the UN Convention on the Rights of the Child andthe Convention on the Elimination of all Forms of Discrimination against Women.Mathematically and in reality, countries can achieve national, regional and internationaldevelopment goals (which are averages and give no information about individuals) in themidst of worsening inequities. This is evidenced by the existence of communities of peoplewho are deprived of their rights, even though indicator targets for those rights have beenrealised. In recognition of this, as a complement to UNICEF’s situation analysis (publishedhere), the Uganda Bureau of Statistics and UNICEF Uganda conducted a child-rights-focusedanalysis (Appendix 2) to measure, document and understand inequities across Uganda withthe aim of generating information on equity patterns. The child/human rights indicatorsused for the study were selected from those already prioritised in the Government’s sectorstrategic plans (Health, Education, and Social Development) as being key to measuringprogress towards the Government’s set development goals.The information is presented in a reader-friendly manner to ensure that it is well understoodand consequently applied to the geographical targeting of development programmes in theintervention areas covered by the analysis.
