Situation analySiS of Children in uganda 20155.2.3 Children with disabilitiesIt is estimated that in Uganda there are approximately 2.5 million children living with someform of disability. These children are disproportinally vulnerable to mental and physicalviolence and sexual abuse through isolation, a lack of access to services and socio-culturalbeliefs. A study in the four districts of Iganga, Jinja, Kampala and Masaka found that 90%of children with disabilities do not access or enjoy their rights to survival, development, protection and participation (Riche and Anyimuzala, 2014).The 2009/10 Uganda National Panel Survey was the first national survey to examine theextent of disability in the country. Table 7 shows that at least 5.4% of all children are affectedby some form of disability and that hearing difficulty is the most frequently cited form ofdisability. However, only 1.2% of children have disabilities classified as severe, defined ashaving significant difficulty or total inability in performing the specified function. Peoplewith severe disabilities may require continuous rehabilitation and this process can becostly.TABLE 7: eXtent And effects of disAbility by Gender (AGe 5 yeArs And Above), 2009/10 (%)Nature of DisabilitySeeingHearingPhysicalMentalCareCommunication/LanguageDisability (any of the above forms of difficulty)Severe DisabilityAll UgandansGenderFemale Male1.2 1.2 1.12.1 1.9 2.31.1 1.0 1.11.1 1.1 1.10.4 0.4 0.50.7 0.5 0.95.4 4.9 5.91.2 1.2 1.3Rehabilitation during the past 12 monthsNone 65.8 60.5 70.2Medication 30.5 36.6 25.5Assistive Devices 1.7 2.5 1.1Spiritual/Traditional Healer 1.2 0.2 2Other 0.8 0.2 1.2Sub Total 100 100 100Yes, all the timeYes, sometimesNoNot applicable (if not working or attending school)Sub TotalEffects of Disability: Does the disability reduce the amount of work the individual can do at home, school or work? All Ugandans Female MaleHome School Work Home School Work Home School Work21.4 17.4 3.7 21.4 17.5 3.3 21.4 17.3 4.150.1 48.1 20.7 52.4 49.6 18.4 48.3 46.8 22.825.3 11.6 17.8 24.4 7.7 15.4 26 14.8 19.93.2 22.9 57.7 1.8 25.3 63.2 4.2 21 53.3100 100 99.9 100 100.1 100.3 99.9 99.9 100.1source: Author’s cAlculAtions bAsed on 2009/10 unhs (ubos, 2010)thE rIGht to ProtECtIoN69
