<strong>Situation</strong> <strong>analySiS</strong> of Children in uganda 2015Appendix 1:overArching frAmeworksAnd nAtionAl cApAcitiesrelAting to children’srightsINTERNATIONAL AND NATIONALFRAMEWORKSUN CONVENTION ON THE RIGHTS OF THE CHILD (UNCRC)Article 2: States parties shall respect and ensure the rights set forth in the present Conventionto each child within their jurisdiction without discrimination of any kind, irrespectiveof the child’s or his or her parent’s or legal guardian’s race, colour, sex, language, religion,political or other opinion, national, ethnic or social origin, property, disability, birth or otherstatus.Article 4: Governments have a responsibility to take all available measures to make surechildren’s rights are respected, protected and fulfilled. When countries ratify the Convention,they agree to review their laws relating to children. This involves assessing their socialservices, legal, health and educational systems, as well as levels of funding for these services.Governments are then obliged to take all necessary steps to ensure that the minimum standardsset by the Convention in these areas are being met. They must help families to protectchildren’s rights and create an environment where they can grow and reach their potential.In some instances, this may involve changing existing laws or creating new ones.Article 6: (1) States parties recognise that every child has the inherent right to life. (2)States parties shall ensure to the maximum extent possible the survival and developmentof the child.Article 12: Children have the right to participate in decision-making processes that may berelevant in their lives and to influence decisions taken in their regard—within the family, theschool or the communityaPPENDIx 1107
