<strong>Situation</strong> <strong>analySiS</strong> of Children in uganda 2015NATIONAL CAPACITIES ON THE RIGHTTO SURVIVALLEGAL FRAMEWORKThe Government has decentralised health services to sub-national, district levels in accordancewith the Local Government Act (1997), leaving the responsibility of policy formulation,setting standards and guidelines, supervision, monitoring and resource mobilisationwith the Ministry of Health (MoH), and responsibility for service delivery to district- andregional-level leaders. Capacity in planning, management and human resource developmentremains weak at decentralised levels due to limited leadership, management and specialistskills (MoH, 2014b).HEALTH SECTOR STRATEGIC AND INVESTMENT PLAN III2010/11–2014/15The third Health Sector Strategic and Investment Plan (HSSIP III) was developed to operationalisethe National Health Policy II and the health sector component of the NationalDevelopment Plan (NDP). The main approach for achieving the sector programme goal isthrough implementing the Uganda National Minimum Health Care Package (UNMHCP),comprised of cost-effective health interventions to improve outcomes in key areas such asmaternal and children’s health or prevention and control of communicable diseases (MoHand Macro International, 2008).The issue of informal costs and user fees in otherwise free public services is being addressedin the strategy via the development of the Medicines and Health Service Delivery MonitoringUnit (MHSDMU). This unit, which formally sits within the office of the Prime Ministerfor the sake of accountability and transparency, receives numerous anecdotal reports onsmall-scale corruption, but is not able to respond due to a constrained monitoring envelope.NATIONAL INTEGRATED EARLy CHILDHOOD DEVELOPMENT POLICy2013Previously, efforts to address early childhood development (ECD) issues have focused oneducation. The current policy framework aims to rectify this by coordinating and improvingservices, access and infrastructure (in health, safety, education, nutrition and WASH) forchildren aged 0–8 years. Strategies include: strengthening public health care systems suchas sanitation and hygiene; equipping and empowering children’s hospitals; sensitisingcommunities and households about the importance of a clean environment and sanitation;ensuring universal immunisation coverage for all children; and ensuring access to safe andclean water in all areas of the country.110 aPPENDIx 1
