would be higher than the amount that can be afforded by the wealth<br />
generated<br />
by the country, so that cuts elsewhere would be necessary, meaning that<br />
the country could not be fully developed as independent State.<br />
Figure 3 compares the number <strong>of</strong> workers in the public sector with the<br />
total population. This table shows the number <strong>of</strong> public sector workers,<br />
encompassing Public Administration, Education, Health and Social Services,<br />
including both public and private sectors. That is to say, for example,<br />
that a worker in a Voluntary Aided school is included as a worker in<br />
the public sector. <strong>The</strong> study shows that <strong>Catalonia</strong> has the lowest number<br />
<strong>of</strong> public sector workers after Bulgaria.<br />
Next, that same number <strong>of</strong> public sector workers is compared again, but<br />
this time with the total number <strong>of</strong> workers <strong>of</strong> the country (see figure 4).<br />
<strong>Catalonia</strong> has the lowest proportion <strong>of</strong> public workers after Bulgaria and<br />
the Czech Republic.<br />
