Maritimes Operations<br />

Cumberland Paving – Halifax Division<br />

Cumberland Paving’s Halifax Division has been selected by American Bridge Company to be part of their team for the Halifax Harbour<br />

Bridge suspended spans deck replacement. Cumberland will be contracted to surface treat (leveling course) all steel deck<br />

panels prior to being lifted into place. Once all spans are replaced, Cumberland will place an epoxy asphalt wearing course over<br />

the entire surface. Leveling course placement will start in the Spring of <strong>2015</strong> as the steel deck panels are constructed and the final<br />

wearing course will be completed in the summer of 2017. The Halifax Harbour Bridge will be only the second bridge in Canada<br />

where epoxy asphalt has been used to date. This technology has been used on several bridge projects in China and in the United<br />

States, most notably the San Francisco Bay Bridge.<br />

What is Epoxy Asphalt?<br />

Epoxy Asphalt Concrete is a polymer concrete<br />

that is composed of a slow curing,<br />

epoxy asphalt binder mixed together<br />

<strong>with</strong> standard asphalt concrete aggregates<br />

in the pug mill of an asphalt plant.<br />

The epoxy asphalt binder is a two-phase<br />

chemical system in which the continuous<br />

phase is a thermoset epoxy and the discontinuous<br />

phase is a mixture of specialized<br />

asphalts.<br />

Cumberland Paving – Springhill Division<br />

Cumberland Paving’s Springhill division spent most of its year<br />

between Cumberland County, NS and Moncton, NB. The paving<br />

crew combined forces <strong>with</strong> MacDonald Paving’s highway crew<br />

to tackle work on both sides of the border. Crushing forces were<br />

also combined <strong>with</strong> Calhoun Quarry crushing personnel to tackle<br />

the crushing needs of both companies. Combining these crews<br />

gave our group added efficiencies and savings which would not<br />

have been achievable this season <strong>with</strong>out pooling our forces.<br />

Relations which were developed in Ontario through the purchase<br />

of road maintenance salt, carried into Atlantic Canada. The relationship<br />

<strong>with</strong> Sifto Salt Canada, a supplier of Miller Maintenance’s<br />

in Ontario, connected Cumberland Paving’s operation <strong>with</strong> them<br />

in Nova Scotia. Sifto Salt contracted Cumberland Paving for all<br />

site rehabilitation and paving during the 2014 season. The picture<br />

below shows the paving operation at the Sifto salt site.<br />

Maritimes Operations<br />

Jimmy Palmer’s pipe crew as well worked on both sides of the border and assisted on Cumberland Halifax projects to fulfill all the<br />

pipe and excavation needs in Atlantic Canada. The mobility of all Cumberland Springhill’s crew to assist on projects in New Brunswick<br />

and in Halifax showed the unity of the Miller Group working together to be “ONLY THE BEST”.<br />

Much appreciation is given to the employees and crews from Industrial Cold Milling for stepping up and giving their time in the<br />

fall of the year to get the work done. Projects would have been difficult to complete <strong>with</strong>out their assistance and once again<br />

shows the diversity of the Miller Group.<br />

MacDonald Paving and Construction - Moncton NB<br />

The 2014 construction season saw Cumberland Paving’s<br />

entrance into the concrete curb market. Equipment was<br />

purchased and new employees were hired to help what<br />

turned out to be a very busy season for the concrete crew<br />

lead by new foreman Cory MacAskill and Superintendent<br />

Heath Baker.<br />

Ellis Carroll and Harold Smith kept the paving forces busy<br />

into the late fall completing several Halifax Regional<br />

Municipality projects along <strong>with</strong> some late tendered<br />

Nova Scotia Government Highway Projects. Robert and<br />

Richard spent many mornings in October and November<br />

praying for dry days (above 7 o C) to allow work to get<br />

done before the snow flew.<br />

Cabela’s sets up shop in Moncton, NB and MacDonald Paving and<br />

Construction paves the way. Doesn’t sound like a big thing for<br />

some, however, considering this is the first Cabela’s to open east<br />

of Ontario, it was nice to see the brown and yellow fleet on site for<br />

the final touches before opening.<br />

In a year where government spending remained low, MacDonald<br />

Paving continued their focus on the Municipal and Commercial<br />

markets to fill in the gaps from the province. Other large commercial<br />

projects included the new Moncton High School, Princess Auto<br />

located directly beside the Cabela’s in the newly built Mapleton<br />

Park, along <strong>with</strong> several other projects of commercial work for the<br />

season. This work coupled <strong>with</strong> Municipal contracts <strong>with</strong> the three<br />

major municipalities in the area, kept our paving crew steadily<br />

chasing Jean’s grader, AJ LeBlanc’s milling prep and Joe Gallent’s adjustments crew to finish out a successful season.<br />

Don’t think the highway crew got off easy. The 2014 highway crew was made up from members of both MacDonald Paving and<br />

Cumberland Paving Springhill employees and they jumped back and forth between NB and NS completing all highway work <strong>with</strong><br />

time left to help out on the Commercial work. The crew lead by Mark McKay (MPC) and Phillip Black (CPS) were successful in completing<br />

projects <strong>with</strong> a high level of quality to the satisfaction of both provincial agencies.<br />

Personnel changes saw Andre Melanson put in the position of Construction Manager, Stephen MacDonald’s Superintendent<br />

duties shifting more to the Municipal and Commercial markets and James Perrin crossing the NB/NS boarder to Assist <strong>with</strong> the<br />

Highway market. This restructuring, combined <strong>with</strong> the strong estimating of Grant Carruthers and the administration carried by<br />

Heather Duncan, Krystle MacDonald and Krista Mitton, resulted in a successful 2014 construction season.<br />
