A Course About Environmental and<br />
Impact Assessment<br />
The Kativik Environmental Advisory Committee organized<br />
a course on the environmental and social impact<br />
assessment process under Section 23 of the James Bay and<br />
Northern Quebec Agreement to teach what an environmental<br />
and social impact assessment is, in expectation of an<br />
increase in developments for the near future. The first of its<br />
kind for Nunavik, this course was held last February<br />
20 in Kuujjuaq and was attended by representatives<br />
from Tasiujaq, Aupaluk, Kangirsuk, and<br />
Kuujjuaq. It focussed on four main objectives:<br />
1) To explain the fundamentals of<br />
environmental and social impact assessments,<br />
the process, key actors and the<br />
general approach to conducting impact<br />
assessments; 2) To raise awareness of the<br />
legal framework in the JBNQA and the<br />
provisions for the protection of Inuit traditional<br />
rights and practices; 3) To engage<br />
in a discussion on the role of the Inuit in the<br />
impact assessment process and the importance of<br />
this participation in protecting the interests of impacted<br />
communities as well as traditional rights and practices; and<br />
4) To look at associated tools and processes such as strategic<br />
environmental assessment and Impact Benefit Agreements.<br />
The participants had many encouraging comments following<br />
