5 any amnesty law in power now in El Salvador?<br />
6 A. Yes. There was a law, an amnesty law since 1992 for those<br />
7 persons that commit the crimes during war time.<br />
8 Q. And is it your understanding that this law covers the<br />
9 assassination of Archbishop <strong>Romero</strong>?<br />
10 A. No, I don't believe they are covered by it.<br />
11 Q. Does this law block criminal prosecutions, prevent<br />
12 criminal prosecutions?<br />
13 A. Yes, but this law was mainly enacted to avoid military<br />
14 people being prosecuted. But there are some cases that are<br />
15 against humanity and some other grave cases, such as the one<br />
16 of Monseñor, that are not covered by this amnesty law.<br />
17 THE COURT: Do you have knowledge whether or not<br />
18 suspects believed to be responsible for the assassination of<br />
19 Archbishop <strong>Romero</strong> have been granted amnesty?<br />
20 THE WITNESS: Yes. Yes.<br />
21 THE COURT: And to your understanding, the<br />
22 perpetrators have been given amnesty by the El Salvadoran<br />
23 government?<br />
24 THE WITNESS: Not directly for that case, but they<br />
<strong>25</strong> have not been prosecuted. They have not been brought to<br />

1 justice. And they have committed other crimes and on those<br />
2 other crimes, they have been given amnesty.<br />
