BACKGROUND<br />

INTRODUCTION<br />

The Department is in the process <strong>of</strong> capacitating <strong>District</strong> <strong>Office</strong>s to be effective in-serving<br />

<strong>and</strong> supporting schools. One part <strong>of</strong> this process is filling pr<strong>of</strong>essional posts in the<br />

establishment <strong>of</strong> <strong>District</strong> <strong>Office</strong>s, <strong>and</strong> ensuring that the individuals in these posts are<br />

effectively capacitated to undertake their responsibilities. A comprehensive pr<strong>of</strong>essional<br />

development programme is being contemplated for pr<strong>of</strong>essional staff in <strong>District</strong> <strong>Office</strong>s.<br />

As a basis for the design <strong>of</strong> such a training programme, a training needs <strong>and</strong> capacity<br />

assessment study is now being conducted.<br />

PURPOSE<br />

The purpose <strong>of</strong> this brochure is to highlight the nature <strong>of</strong> this study, <strong>and</strong> to provide<br />

information on the benefits to be derived from the effort.<br />

PROCESS<br />

The study will involve the following:<br />

• The collection <strong>of</strong> information from the respective pr<strong>of</strong>essional groups using a survey<br />

questionnaire<br />

• The collection <strong>of</strong> information from related policy <strong>and</strong> strategic documents from the<br />

Department <strong>of</strong> Education<br />

• The conduct <strong>of</strong> verification workshops in each <strong>District</strong> to explore training needs <strong>and</strong> training<br />

options<br />

• The development <strong>of</strong> a comprehensive database <strong>and</strong> interactive programme on the pr<strong>of</strong>ile<br />

<strong>of</strong> pr<strong>of</strong>essional staff in <strong>District</strong> <strong>Office</strong>s.<br />

• The design <strong>of</strong> a programming strategy that can be sued by the Departments institute <strong>of</strong><br />

Education Leadership to respond to training needs<br />

• To convening <strong>of</strong> a capacity development workshop to share the results <strong>of</strong> the study <strong>and</strong><br />

discuss options for going forward.<br />

OUTCOMES OF THE STRATEGY<br />

• Pr<strong>of</strong>iles <strong>of</strong> pr<strong>of</strong>essional staff in each <strong>District</strong><br />

• Interactive s<strong>of</strong>tware with data on pr<strong>of</strong>essional staff<br />

• A comprehensive programme <strong>of</strong> pr<strong>of</strong>essional development for staff in <strong>District</strong> <strong>Office</strong>s<br />

• Detailed specification <strong>of</strong> both job responsibilities <strong>and</strong> competency pr<strong>of</strong>iles for various<br />

pr<strong>of</strong>essional positions<br />

• Comprehensive report <strong>of</strong> the current capacity among staff <strong>and</strong> the associated training<br />

needs<br />

• A more in-depth underst<strong>and</strong>ing <strong>of</strong> the capacity <strong>and</strong> nature <strong>of</strong> staffing in the <strong>District</strong> <strong>Office</strong>s<br />

to undertake assigned responsibilities<br />

• A more unified vision <strong>and</strong> perspective about what is required <strong>of</strong> various pr<strong>of</strong>essional posts<br />

in <strong>District</strong> <strong>Office</strong>s<br />
