program to survive and fulfill its objectives.

Thinking of its economic dimension, cultural production is understood as one of the

main economies of the country, a factor of development and, in the case of a diversified

culture like the Brazilian one, being able to be used as a factor of differentiation and

competition, already establishing their insertion in an international context.

Connected to the economy, culture must be used for investments from governments,

companies, non-governmental organizations and citizens. Gil's Ministry understands corporate

sponsorship as a tool for linking, disseminating products and services, building brand or

revitalizing corporate identities and understands the use of the tax benefit, but wants to

encourage companies to also invest their own resources. To this end, they propose to rethink

the current incentive law, Rouanet, in a national debate, to correct its distortions and to present

solutions that "can increase resources, expand reach, democratize access and facilitate use

by investors and cultural producers, in addition to raising the quality of the projects presented."

In 2006, the bill of the National Culture Plan (PNC) was drafted and forwarded to

the National Congress. The basis for the guidelines of its organization and planning are the

resolutions of the 1st National Culture Conference (CNC) held in 2005. These are the results

of research and meetings held between 2006 and 2007, such as the II National Seminar

on Public Policies for Popular Cultures, the National Seminar on Copyright, the 1st National

Forum of Public TVs and the International Seminar on Cultural Diversity. The PNC was also

open to public debate through its digital version available on the MinC website and holding

public hearings.

The National Council for Cultural Policy (CNPC) was created in 2007 as a collegial

body of the Ministry of Culture to "propose the formulation of public policies, with a view to

fostering the articulation and debate of different levels of government and organized civil

society, the development and promotion of cultural activities in the national territory" and thus

participate in the PNC formulation and approval process.

As of August 2008, Executive Secretary Juca Ferreira, who has been with Gil since

the beginning of his term, assumes the position of Minister of Culture. It continues the work by

conducting Regional Seminars in various regions of the country, as well as debates via internet,

whose contributions derived from both are systematized and added to the drafting of the

National Culture Plan.

In its management, Vale-Cultura (PL 5798/09) was launched, a benefit for workers

with a formal contract, who receive up to five minimum wages and who are entitled to R$

50 per month for the purchase of books, CDs and DVDs or even to watch theater, dance,

film and circus show. The bill is still being processed in the House of Representatives.

Held in March 2010, the II National Culture Conference mobilizes more municipalities

and 225 thousand people to discuss priorities in the area of culture and confirms the main

concepts and contents of the PNC.

Also in 2010, Bill 6722/2010, which establishes the National Program for Promotion

and Incentive to Culture - Procultura, is sent to the National Congress. In summary, the main

changes of the proposal of this new law in relation to the current one are: "renovation of the

National Culture Fund (FNC), reinforced and divided into nine sectoral funds; diversification

of funding mechanisms; establishment of objective and transparent criteria for the evaluation

of initiatives that seek resources; deepening of the partnership between the State and civil

society for the best allocation of public resources; and the stimulus to federative cooperation,

with transfers to state and municipal funds." The Procultura, in mid-2012, is not yet in force.
