CONDITIONS OF APPROVAL FOR GEOTHERMAL UTILIZATION<br />

been denied. The unit operator shall annually collect <strong>and</strong> analyze samples from the springs<br />

for basic water chemistry, <strong>and</strong> monitor representative flow, stage or equivalent from this<br />

spring on the following schedule, unless otherwise modified by the BLM authorized <strong>of</strong>ficer:<br />

Once immediately prior to the commencement <strong>of</strong> drilling, <strong>and</strong> once immediately<br />

following the completion <strong>of</strong> drilling, <strong>of</strong> each new or redrilled geothermal well in<br />

the geothermal unit area;<br />

Each year until the commencement <strong>of</strong> construction <strong>of</strong> the utilization facility;<br />

Once each quarter from the commencement <strong>of</strong> construction <strong>of</strong> utilization facility<br />

until the cessation <strong>of</strong> all geothermal fluid production <strong>and</strong> injection operations<br />

from the geothermal unit area for the utilization facility; <strong>and</strong><br />

Once each year from the cessation <strong>of</strong> all geothermal fluid production <strong>and</strong> injection<br />

operations from the geothermal unit area for the utilization facility until all<br />

geothermal wells within the geothermal unit area have been ab<strong>and</strong>oned.<br />

Collected data shall be reported to the BLM in written form by the unit operator annually<br />

within 30 days <strong>of</strong> the end <strong>of</strong> each calendar year, together with an interpretation <strong>of</strong> the<br />

monitoring data collected during the preceding calendar year.<br />

Due to the potential <strong>of</strong> some unknown impacts <strong>of</strong> the geothermal on perennial cold<br />

springs, seeps or other surface waters, the BLM will require additional monitoring <strong>of</strong><br />

such features by the unit operator. If any such features exist within one mile <strong>of</strong> the<br />

production or injection well field <strong>of</strong> the Jersey Valley, the unit operator will monitor on a<br />

quarterly basis all such features for a period <strong>of</strong> three years upon start-up <strong>of</strong> each well field<br />

<strong>and</strong> power plant. The unit operator will work with the BLM to establish monitoring<br />

points at each such feature; <strong>and</strong> establish a written protocol to measure surface flow for<br />

each feature. It is understood that such flows are influenced by meteoric events such as<br />

spring run-<strong>of</strong>f; high intensity storm events, etc.<br />

Measures would also be taken to minimize the effects <strong>of</strong> construction <strong>and</strong> unit operations<br />

on the quality <strong>of</strong> surface <strong>and</strong> ground waters. To minimize erosion <strong>and</strong> stream channel<br />

sedimentation, storm water run<strong>of</strong>f from undisturbed areas around the constructed well<br />

pads, power plant sites <strong>and</strong> switching station would be directed into ditches surrounding<br />

the disturbed areas <strong>and</strong> back onto undisturbed ground consistent with best management<br />

practices for storm water. Access roads would also be constructed <strong>and</strong> maintained<br />

consistent with the best management practices for road construction applicable to the<br />

intended use (temporary or permanent) <strong>of</strong> the road. To minimize erosion <strong>and</strong> stream<br />

channel sedimentation, grading or clearing <strong>of</strong> the surface for construction <strong>of</strong> the<br />

transmission line would occur only when absolutely necessary for safe access or<br />

installing the conductors <strong>and</strong> would only occur within the proposed ROW.<br />
