CONDITIONS OF APPROVAL FOR GEOTHERMAL UTILIZATION<br />

The geothermal wells would be cased with steel to a depth well below the shallow ground<br />

water reservoirs. The casing would be cemented into the ground to prevent the loss <strong>of</strong> any<br />

geothermal resource into, <strong>and</strong> prevent the contamination or mixing <strong>of</strong>, any shallow<br />

ground waters by the geothermal production or injection fluid. The Underground<br />

Injection Control Permit required for injection program from the Nevada Department <strong>of</strong><br />

<strong>Environmental</strong> Protection-<strong>Bureau</strong> <strong>of</strong> Water Pollution Control (NDEP-BWPC) would<br />

require that the injection program be designed <strong>and</strong> monitored to prevent degradation <strong>of</strong><br />

underground sources <strong>of</strong> drinking water due to the geothermal fluid injection practices.<br />

Should this monitoring program demonstrate that adverse impacts to the hot springs may<br />

be occurring, the unit operator shall, as required by the BLM authorized <strong>of</strong>ficer,<br />

immediately retain a qualified third-party consultant, acceptable to the BLM authorized<br />

<strong>of</strong>ficer, to review the collected data <strong>and</strong> to evaluate the collected data <strong>and</strong> recommend<br />

reasonable mitigation measures. A group consisting <strong>of</strong> the applicable stakeholders,<br />

including the current holder <strong>of</strong> water rights from the hot springs, if any, would be<br />

convened to review the recommended measures.<br />

• WASTES (HAZARDOUS AND SOLID)<br />

Absorbent pads or sheets would be placed under likely spill sources.<br />

• VISUAL RESOURCES:<br />

All drill rig <strong>and</strong> well test facility lights would be limited to those required to safely conduct<br />

the operations, <strong>and</strong> would be shielded <strong>and</strong>/or directed in a manner which focuses direct light<br />

to the immediate work area.<br />

Permanent facilities within the Jersey Valley Unit Area would be painted a color, subject to<br />

approval by the authorized <strong>of</strong>ficer, which would blend with the l<strong>and</strong>scape (likely covert<br />

green). Prior to painting, Ormat would contact the Mount Lewis Field Office lead.<br />

Permanent facilities within the Jersey Valley Unit Area <strong>and</strong> will have lighting limited to<br />

those required to safely conduct the operations, <strong>and</strong> would be shielded <strong>and</strong>/or directed in a<br />

manner which focuses direct light to the immediate work area.<br />

The substation at the north end <strong>of</strong> the transmission line corridor would be painted a color,<br />

subject to approval by the authorized <strong>of</strong>ficer, which would blend with the l<strong>and</strong>scape. Prior to<br />

painting, Ormat would contact the Mount Lewis Field Office lead.<br />
