Veterans Educational Benefits<br />
Many <strong>UMUC</strong> students (veterans and active-duty military<br />
members) are eligible for veterans’ educational benefits.<br />
Information and application forms may be obtained at local<br />
education centers. Please ask the Education Services Officer<br />
(ESO), counselor, or Navy College <strong>of</strong>ficials for assistance in<br />
applying for Veterans Affairs (VA) benefits.<br />
Certification Process and<br />
Payments<br />
University <strong>of</strong> Maryland University College acts as a certifying<br />
agent for the Department <strong>of</strong> Veterans Affairs (DVA) and certifies<br />
students’ enrollments to the Department <strong>of</strong> Veterans Affairs<br />
Regional Office in Buffalo, New York.<br />
The primary responsibility <strong>of</strong> the University is to verify active<br />
enrollment <strong>of</strong> VA students; it is not to make decisions on individual<br />
claims.<br />
VA payments are made by the DVA directly to students and are<br />
calculated by the DVA in accordance with federal regulations.<br />
Educational benefits are paid according to how the DVA views<br />
both the nature <strong>of</strong> the courses and the course load a student is<br />
taking. Because <strong>of</strong> the way the DVA views special format classes,<br />
such as Distance Education and seminars, students are cautioned<br />
to check with the Veterans Affairs Office, <strong>UMUC</strong>-<strong>Europe</strong> in<br />
Heidelberg regarding how DVA benefits are paid for these classes.<br />
VA students who withdraw are subject to having the amount <strong>of</strong><br />
their award recalculated by the DVA and may be required to<br />
repay any unauthorized amounts received.<br />
Enrolling for Classes as a VA Student<br />
Eligible students first registering with <strong>UMUC</strong>-<strong>Europe</strong><br />
who have not yet applied to use their VA Benefits<br />
• In-service personnel submit:<br />
Before registration, VA Form 22-1990, signed by the ESO<br />
and CO, and a certified, true copy <strong>of</strong> DD Form 214 for each<br />
period <strong>of</strong> prior service directly to the VA Office in Heidelberg.<br />
At registration, UMAA-026, Application for an Official<br />
Evaluation (noted “VA”) and all documents necessary for an<br />
Official Evaluation to the field representative.<br />
VA Students Must Have an Evaluation<br />
VA regulations require that all VA students declare a<br />
major field <strong>of</strong> study and have an Official Evaluation<br />
<strong>of</strong> all prior academic coursework and military training.<br />
VA students must have an Official Evaluation<br />
completed within two terms <strong>of</strong> their first VA enrollment<br />
with <strong>UMUC</strong>-<strong>Europe</strong> to continue receiving VA<br />
benefits.<br />
The DVA may seek reimbursement <strong>of</strong> benefits paid<br />
from a student who has received benefits for enrollments<br />
after two terms without having received an<br />
Official Evaluation.<br />

Before registration, VA Form 22-1990, and a certified, true<br />
copy <strong>of</strong> DD Form 214 for each period <strong>of</strong> prior service.<br />
At registration, UMAA-026, Application for an Official<br />
Evaluation (noted “VA”) and all documents necessary for<br />
evaluation to the field representative.<br />
Eligible students who have already used VA benefits at<br />
another university or elsewhere within <strong>UMUC</strong> and have<br />
not subsequently changed status<br />
• In-service personnel submit:<br />
Before registration, VA Form 22-1995, signed by the ESO,<br />
directly to the VA Office in Heidelberg.<br />
At first registration for which student seeks enrollment<br />
certification by <strong>UMUC</strong>, UMAA-026, Application for an<br />
Official Evaluation (noted “VA”) and necessary documents<br />
to the field representative.<br />
• Veterans submit:<br />
Before registration, VA Form 22-1995, directly to the VA<br />
Office in Heidelberg.<br />
At first registration for which students seek enrollment<br />
certification by <strong>UMUC</strong>, UMAA-026, Application for an<br />
Official Evaluation (noted “VA”) and necessary documents<br />
to the field representative.<br />
VA Students From Other Institutions<br />
Students who are not pursuing <strong>UMUC</strong> degrees but who wish to<br />
receive VA benefits for <strong>UMUC</strong>-<strong>Europe</strong> courses must request<br />
written permission for each course from their degree-granting<br />
school before enrolling or secure an Official Evaluation from<br />
<strong>UMUC</strong>-<strong>Europe</strong> within two terms <strong>of</strong> their first enrollment as a<br />
VA student. Written permission must be submitted to the<br />
<strong>UMUC</strong>-<strong>Europe</strong> field representative at registration, with the<br />
appropriate VA application and any necessary documentation.<br />
Previously Certified Students<br />
Students previously certified by <strong>UMUC</strong>-<strong>Europe</strong> need only<br />
inform the field representative that they wish to receive VA for<br />
their enrollment.<br />
Students Receiving G.I. Bill<br />
Students receiving educational benefits under the G.I. Bill should<br />
typically expect to be able to verify their monthly enrollment<br />
information for payment online via Web Automated Verification<br />
<strong>of</strong> Enrollment (WAVE) at www.gibill.va.gov within 6-8 weeks <strong>of</strong><br />
the beginning <strong>of</strong> each new term.<br />
